- ADVANCED NOTICE AND SOURCES SOUGHT THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL N63394-22-R-0017 1. Scope: Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) is conducting market research to identify qualified and responsible sources that may be interested in a potential future procurement for the White Sands Detachment (NSWC PHD Det WS) for Short and Medium range Sub-orbital Vehicles and launch support services for customers.� These vehicles are required to meet the needs of various programs including Aegis Ballistic Missile Defense (ABMD), Air and Missile Defense Radar (AMDR), Maritime Missile Defense, Fleet Training, and other programs needing rocket based vehicles. The vehicle performance shall meet requirements of requested Performance Specifications, Vehicle Requirements Document, Target Mission Requirement Documents/Letter and Target Systems Requirements Document on standard vehicle configurations. This performance is dictated by the use of previously flown motor sets and hardware that is intended to be stable and of limited variability. a. The Capability Statement shall succinctly address the following three items to demonstrate the contractor�s capability to perform the requirement of the attached draft Statement of Work (SOW): ����������� �� i. The contractor�s ability to manage, as prime contractor, the types and magnitude of tasking in the draft SOW; ����������� � ii. The contractor�s technical capability, or potential approach to achieving technical capability, to perform the requirement.� For Small Business set-aside determination purposes, also include the contractors technical ability to perform, or potential approach to achieving technical ability to perform, at least 50% of the cost of the contract incurred for manufacturing the supplies, not including the cost of materials; and ����������� iii. The contractor�s capacity, or potential approach to achieving capacity, to conduct the requirements of the draft SOW.� For the purposes of this Capability Statement, capacity shall refer to matters such as the magnitude of the tasking, the amount of equipment or facilities involved, and the size of the staff needed. Demonstrated ability to manage, technical ability, and capacity may include citing and describing the same or similar relevant performance, but does not limit the interested contractor�s approach to demonstrate capability. In addition to addressing items (a) through (c) as stated above, interested concerns are requested to address the following specific requirements: �� �������� (1) The contractor�s ability to obtain a Secret Clearance for personnel.� Interim SECRET clearance are acceptable. ����������� (2): The contractor�s primary facility must be cleared at the SECRET level and at the SECRET level for processing and storage/safeguarding. ����������� (3): Small Ordnance Storage Classification - The Contractor shall possess the required Small Ordnance Storage Certification from the applicable State authority for their storage facility location. 2. Feedback/Questions: RFI responses are limited to no more than 10 pages (8.5 X 11 inch) and 10-point Times New Roman font. Please submit email responses or questions regarding this procurement to the Contract Specialist, Aquaria Loredo at (aquaria.loredo@navy.mil) with copy to the Contracting Officer, Christine Bradford at (christine.bradford@navy.mil).� NSWC PHD may request further information regarding the capability of respondents to meet the requirements set forth in the sources sought. Respondents are responsible for properly marking and clearly identifying proprietary information or trade secrets contained within their response.� The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Information provided shall be treated as Business Sensitive and will not be shared outside of Government activities and agencies without the permission of the provider.
