- Sources Sought/Request for Information Indefinite Delivery Contract MATOC for Architect-Engineer Services for Various Civil Works Projects and Support for Other Agencies Purpose and Objectives:� The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran- owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their understanding, capabilities and experience relative to the proposed acquisition to assist the Government in determining the expectation of receiving bids from responsible small business contractors at fair market prices. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set- aside is possible. An organization that is not considered a small business under the applicable NAICS code can submit a response to this notice, however their capabilities may/may not be assessed for the purposes of this notice.� The Government seeks to obtain the estimated range small businesses feel comfortable with and are capable of successfully executing the individual task orders.� A determination by the Government not to compete this requirement as a set-aside based upon responses to this Notice is solely within the discretion of the Government. The Corps of Engineers (COE), Rock Island District does not intend to award a contract on the basis of responses received, however as a result of this Sources Sought Notice, the COE may issue a Request for Proposal (RFP). Interested parties are expected to review this Notice and the Project Requirements to familiarize themselves with the requirements of this project. General: ��� The US Army Corps of Engineers - Rock Island District, is seeking eligible Small Business Contractors.� The Contractor, as an independent contractor and not as an agent of the Government, shall furnish �all necessary labor, management, facilities, supplies, equipment, and materials to provide Architect-Engineer (A-E) services required for planning, engineering design, and construction engineering services for projects as generally described below and as specifically described in each task order. During the performance of the work, the Contractor shall provide adequate professional supervision and quality control to assure the accuracy, quality, completeness, and progress of the work.�� The work will primarily involve disciplines of structural, civil, geotechnical, geology, hydraulic, hydrologic, mechanical, electrical, specification, and cost engineering. However, other disciplines that may be required include, but are not limited to: architecture, landscape architecture, construction engineering, surveying, environmental engineering, and cartography Location of Projects: The services will be performed primarily in connection with projects located within the St. Paul, Rock Island, and St. Louis District�s geographic boundaries (all or portions of MN, ND, SD, WI, IL, MO and IA). However, individual task orders may be for work anywhere within the Continental United States (CONUS) or outside the Continental United States (OCONUS). Work to be Performed: SERVICES: The work is for civil works and support for other agencies. Services to be provided may include but are not limited to work such as: 1) preparation of preliminary and final designs, analyses, and reports; construction contract drawings and specifications including preparation of drawings using computer aided drafting (CAD), and delivering two or three-dimensional designs and drawings in Bentley MicroStation software; development of civil, structural, mechanical, electrical, and architectural three-dimensional models with the capability of displaying the models on two-dimensional drawings; development of Advanced Modeling for engineering and design including BIM/CIM (Building Information Modeling/Civil Information Modeling); 2) preparation of quantity take-offs and MII (MCACES Second Generation) cost estimates and cost estimating risk analysis; 3) preparation of contract specifications utilizing SPECINTACT software; 4) design and construction scheduling services including the use of Primavera and MS Project scheduling software; 5) construction engineering������� services including shop drawing review, contract modifications, engineering advice during construction, field inspection, and as-built drawings; 6) preparation of operation and maintenance manuals; 7) instrumentation, inspection, evaluation, and reports on completed projects; 8) value engineering and design charrettes; 9) site master planning; 10) general inspections and data collection including, surveys, geotechnical, geology, structural, mechanical, electrical, and welding (with an emphasis on hydraulic steel structures), and bridge inspections; and 11) analysis of abnormal operational response of equipment or systems including analysis of operation anomalies. TYPE OF PROJECTS Typical Projects will involve: Civil Works projects such as locks and dams, channel and harbor projects, rehabilitation of existing lock and dam facilities or the design of new facilities, and design for lock and dam major rehabilitation studies. Rehabilitation work may include the repair and replacement of deteriorated concrete; outdated machinery and electrical systems; lock and dam gates including miter, sector, Tainter, vertical lift, slide and roller gates; harbor walls, wharves, general improvement and modernization of the facility, and scour remediation. New facility work includes the design of both in-the-dry and in-the-wet lock chambers along with the appurtenant structural, geotechnical, mechanical, electrical and architectural structures and equipment such as concrete lock walls �and guidewalls, sheet pile cofferdams, earthen cofferdams, miter/lock gates, culvert valves, dam gates, invasive species deterrent systems, machinery systems (including electromechanical and hydraulic), hardwired (relay based logic) and PLC electrical controls, and �control buildings. Flood Risk Management projects such as, but not limited to, levee, floodwall, pumping station, and channel projects. Specific projects may include the rehabilitation of existing protection systems; the formulation, conceptual design, and final design of new protection systems (including all environmental aspects) involving primarily riverine flooding; and assessments of existing protection systems. Rehabilitation work may include design improvements to meet desired outcomes such as increased resiliency, reduced risk, higher levels-of-protection, improved operation, and recreational and aesthetic enhancements. New protection systems may involve floodwall and levee designs along with conceptual design formulations and analysis; civil site layout; utility and roadway relocations; roadway or railroad closure gates, berms, relief wells, interior drainage structures; and pumping stations. Assessments will include inspection and investigation of existing flood protection systems for condition evaluation and compliance with levee safety standards. Other projects, including dredging; ecosystem evaluation and restoration; wetlands and stream restoration, water management, design of parking lots; roadways; buildings to include structural, mechanical, and electrical features; building projects for the Veteran Affairs (VA) Administration, building projects in support of military construction, bridges to include material and weld testing of various bridge components; utilities; erosion protection; water and wastewater structures; hydrologic or hydraulic related projects; geotechnical and geology related projects, designs, and investigations; hoists and cranes; recreational trails; and security fencing. Work may include the rehabilitation of existing facilities and design of new proposed facilities. Dam and Levee Safety Analyses, Periodic Inspections, and Periodic Assessments. The Contractor may be required to conduct interdisciplinary engineering and/or periodic inspections of USACE and non-USACE owned structures. In addition to the actual inspection other work including but not limited to preparation of planning documents, schedules, safety plans, progress reporting, progress monitoring, pre-inspection brochure, and preparation of the draft/final reports including recommendations for repairs, photographs, trip reports, and data plots may be required. The work may include coordination with several USACE offices as well as coordination with local project sponsors who operate various features to be inspected. Result briefings may be required to various USACE officials. Some of the structures that might be inspected and analyzed include embankment dams, locks and dams, levees, pump stations, bridges, outlet structures, and gravity drains. Incidental services may include HTRW investigations and analysis; NEPA documentation, formulation, and evaluation; climate change analysis; fire protection and fire system design; surveying and mapping; and landscaping. Estimated Capacity:� $250 Million Length of Contract Period:� 5 Years NAICS Code and Size Standard:� In the event an RFP is issued, North American Industry Classification System (NAICS) code 541330 with a size standard of $16.5M is being considered. Capability Statement/Information Sought: All parties interested in this project must demonstrate that they would have the potential to be a responsive and responsible contractor for the following project technical criteria Tailored Capability Statements shall demonstrate a clear understanding of all tasks specified in the draft Project Requirements. Tailored Capability Statements for this requirement shall address the following areas: 1. Company Name, DUNS/CAGE (If your company does not have at the time of this sources sought, please be aware that you will be required to register your company in the System of Award Management (SAM) system to be eligible for any future Federal contracts), POC information including an email, and your current small business status. 2.� Demonstrate the ability to meet the mandatory criteria as noted in Work to be Performed above. 3. Project examples with similar complexity and scope (and ideally including all of the mandatory criteria above).� Examples should include all pertinent information regarding the requirements to clearly demonstrate the understanding and abilities of your company.� If you performed previous work as a part of a team, with subcontractors (or other arrangements) please provide information on that relationship, tasks performed by team members etc. to be able to provide the Government with a sense of prime contract management as well as team member/subcontractor management. 4. �Description of how, as a small business, you would be capable of performing the work, either by 100% self-performance or through teaming.� Specifically, if you would not be self-performing 100% of the work, please provide: An estimate of your self-performance and a proposed team approach (for example:� are you part of an approved mentor prot�g� team through the SBA 8(a) or All Small Mentor Prot�g� Program?� Will you be teaming with other small businesses to meet the self-performance requirements? Will your subcontractors be primarily small businesses? What type of work would likely be subcontracted?� � Have you performed this type of work previously with similar teaming arrangements?� If so, what were issues with contract performance?� � NOTE:� Small businesses may submit a capability statement that includes the expertise of large business partner companies under a teaming arrangement. If a teaming arrangement is contemplated, then the response to this sources sought must clearly discuss the areas of the Work to be Performed section above that the small business firm intends to perform and the specific areas that the large business teaming partner intends to perform. Please note that at least 50% of the total cost of the contract value must be incurred by or for personnel of the small business firm (or similarly situated entities) pursuant to the FAR clause at 52.219-14 entitled �Limitations on Subcontracting (NOV 2011)�. In order for the Government to make a Small Business (SB) set-aside (or other socioeconomic sub-category) determination, it is emphasized that SB concerns provide sufficient written information to clearly demonstrate their capacity, capability, and responsibility (in accordance with FAR 9.1 and the requirements at FAR 19.502(b)(1) to successfully perform and manage all the requirements of this effort. Information Submission Instructions: 1. Page Limitations: Interested qualified small business organizations should submit a tailored capability statement for this requirement not to exceed twenty (20) single sided pages including all information that clearly details the firm�s ability to perform the aspects of the notice described above and in the Project Requirements. 2. The e-mail subject line must specify Response to Sources Sought:� Architect-Engineer IDIQ.� 3. Due Date/Time Electronically submitted tailored capability statements are due no later than 22 February 2022 at 2:00pm CST.� This does not restrict the Government from accepting responses after this time, if it is in the best interests of the Government for market research purposes, and also does not prohibit the Government from seeking potential capable, and responsible sources from information available from other resources (for instance:� small business databases, known sources, previous contractors) to determine a final procurement strategy.
