Description
The Ministry of National Guard (MNG) Aviation Airbase at Dirab was constructed recently. The Contractor (KTR) shall repair and modify items as mentioned in Statement of Work (SOW), attachment 0005, dated� to bring facilities and airfield into compliance with relevant codes and regulations. In general the KTR shall repair and/or modify various Air Traffic Control Tower (ATCT) Control Cab discrepancies to bring the Control Cab in compliance with UFC 4-133-01, survey and paint various airfield markings, and install Airfield signage. Contractor shall have qualified staff to accomplish all requirements outlined in this SOW. The project site is located at the MNG Aviation Airbase in Dirab, south-west of Riyadh, Kingdom of Saudi Arabia (KSA).�All work (design and construction) must be completed and the facilities ready for occupancy no later than one hundred and eighty (180) calendar days after Notice to Proceed (NTP) is issued. The KTR shall provide all labor, material, plant, tools, equipment and services required to successfully accomplish the provisions of the SOW.� The KTR shall develop and submit a Site Laydown Plan for approval. �KTR is responsible for quality control and is responsible to ensure that all work conforms to the requirements of the SOW. KTR shall perform all work in accordance with the requirements of latest USACE EM 385-1-1. �KTR shall provide complete detailed as-built drawings for the entire project showing all changes. The drawings shall be drawn to appropriate scales and dimensioned completely and accurately. Drawings shall be provided to the Government on A2 size hard copy, standard black line quality paper and electronically on AutoCAD and as PDF on CD.� KTR is required to have a Bank Letter of Guaranttee of all work performed under this contract. The warranty period shall extend from the date of final acceptance of the work for a period of one (1) year, excluding items specified here that require longer warranty periods and extended warranties of equipment/materials given as normal practice by manufacturer.� KTR shall be responsible for developing the complete design to comply with the provisions of this SOW and obtaining Government approval. Design package includes the development of the following: (i) design drawings, (ii) design specifications, (iii) design calculations, (iv) material selection, (v) Site Laydown Plan, (vi) Site Safety Plan (SSP), (vii)�Construction Quality Control Plan (CQCP), and (viii) submittal registry.� Design Criteria � KTR shall identify and comply with applicable: (i) Saudi Arabian regulations as well as (ii) US Department of Defense (DoD) and Army statutes and regulations. Special attention shall be paid to: UFC 4-133-01, UFC 3-260-04, FAA AC 1505350, AIM � Vehicle Roadway Stop Bars, ICAO Annex, Vol 1, Appendix 4, and GACA Section 14 Vol II. The Contractor (KTR) shall repair and/or modify the ATCT Control Cab windows to meet the requirements of UFC 4-133-01, para 4-1.2.9. The contractor may be required to perform investigative work to determine appropriate work methods and structural modifications. The KTR shall repair and/or modify the ATCT Control Cab window mullions to meet the requirements of UFC The KTR shall install window sunshades in the ATCT Control Cab to meet the requirements of UFC 4-133-01, para 4-1.2.11. If the sunshades cannot be recessed due to existing conditions, the contractor shall provide alternate solution(s) for approval. Provide manually-operated window sunshades for the ATCT Control Cab windows. Refer to FAA-E-2470b, Transparent Plastic Window Shades and FAA-ANI-300-380, Transparent Plastic Window Shades. The shades must be at least 0.125 mm thick, color smoke gray, body dyed, supported by rollers with constant tension. Follow slope of windows and match size and shape of each windows. Manual operation is preferred - electric rollers are not encouraged. �Mini-blinds� or opaque, semi opaque, or mesh type shades are prohibited. The interior walls below the windows shall be lowered below the controller consoles to accommodate the new windows and provide proper viewing angle as per UFC 4-133-01, para. 4.1.2.9. Exterior Catwalk. The exterior catwalk wall will require modification to provide maximum air controller visibility as shown in Attachment 3. The existing concrete parapet wall shall be cut down and a metal guardrail shall be installed.� Emergency Generator: All electrical power provided to ATC and Air Operations Facilities is considered �Essential�, requiring back-up by an Emergency Generator (E/G). The contractor shall provide an electrical survey and coordination study to determine the location and size (capacity) of the emergency generator in addition to all related work required to install, including Automatic Transfer Switch (ATS). Emergency Generator Fuel Storage: Design fuel storage for diesel or jet fuel powered generators in accordance with: UFC 3-460-01, Design: Petroleum Fuel Facilities, state and local regulations, and the following: � Title 40, CFR Part 112, Oil Pollution Prevention � Title 40, CFR Part 113, Liability Limits for Small Onshore Storage Facilities, Subpart A �Oil Storage Facilities� Install joint seals between rigid (concrete) and flexible (asphalt) pavements along Taxiway Delta/Aircraft Parking stands and covered parking shades. Refer to UFC 3-260-02, Figure 12-35, Rigid-Flexible Pavement Junction. Contractor to field verify the actual location and linear measurement of the joint seal to be installed. Repair concrete edge spall IAW Industry Best Practices: Use UFGS for guidance. The KTR shall paint and/or install Visual Aid to Navigations � Airfield Signs and Markings accordance with UFC 3-260-04, International Civil Aviation Organization (ICAO) Annex 14 Vol I & II and General Aviation Civil Authority (GACA) Section 14, Vol I & II Aerodrome Operations and Design as described below. All paint schemes and new marking requirements shall be confirmed with Airfield Management prior to commencing work. Runway, Rotary Landing Lanes, Helipads and Taxiways Markings and Signs: Remove and re-paint Runway non precision marking including Threshold, center line, aiming point marking IAW UFC 3-260-04 Chapter 5. Remove and re-paint Three (3) Rotary Landing Lanes Markings IAW UFC 3-260-04 Figure 7-7. and locally produced diagram (Attachment 4, Tab 2-A ). Paint Helipads Markings on Taxiway Charlie at Taxiways Delta and Foxtrot intersections IAW UFC 3-260-04, Para 7-5 and Figure 7-5 (Attachment 4, Tab 12 and Airfield Diagram for location reference). Paint Taxiway Markings on Taxiway Golf 1 and Taxiway Foxtrot to connect with Taxiway Golf 2 (Attachment 4, Tab 9). Remove, survey and repaint Taxiway Markings on Delta between Taxiways G1 and G3 (Attachment 4, Tab 10). Add Taxiway lead-in lines in both directions to all parking spots/stands (Attachment 4, Tab 11). Remove all Taxiway lead-in line to Sunshade parking stands. Verify and confirm requirement with Airfield Manager. Perform site surveys at the Project site to determine Runway 17/35 Magnetic azimuth heading. Replace/revise the legend text panel of all Runway and Rotary Landing Lanes mandatory signs, if Runway Magnetic heading survey mandates changes. Replace the legend text panels of all Taxiway Informational Signs to reflect revised Taxiway Designations layout. Consult new layout and proper signage details with Airfield Manager prior to ordering new text panels.� Use white Thermoplastic (Hot Melt) and Glass Beads TT-B-1325, TYPE I, II, or III for all Runway and Rotary Landing Lanes Asphalt Surfaces Markings IAW Airport Markings Manual 3.2.2.3.� Use yellow Thermoplastic (Hot Melt) and Glass Beads TT-B-1325, TYPE I, II, or III for all Taxiway Asphalt Surfaces Marking - IAW Airport Markings Manual 3.2.2.3. For Movement Area Boundary � Vehicle Lanes Stop Bars � Apron Stands Designation Markings � VOR Check Point Signs/Markings: �Paint VOR Receiver Markings on Taxiway Bravo and Alpha (Attachment 4, Tab 3). �Install VOR Check Point Signs � The VOR Checkpoint Signs Siting, Colors, and Dimensions will be IAW AC 1505350-18F. The VOR Checkpoint Signs Legend Texts Panel format will be IAW ICAO Annex 14 Vol I Figure 5-33, Sample D (Attachment 4, Tabs 4, 4-A). Remove all Vehicle Lane roadways on Taxiway Echo, Foxtrot, Golf 1, Golf 2 and Golf 3. Remove Vehicle Lane roadway on Taxiway Delta between Golf 1 and Golf 3. Paint white Vehicle Lanes roadways on Taxiway Delta and Echo adjacent to sunshades. Paint white Vehicle Lanes roadways on Taxiway Golf 1 and 3 between Hangar roadway and Taxiway Echo. Paint white Vehicle Lanes roadways on Taxiway Golf 2 on both sides of taxiway between Hangar roadway and Taxiway Echo. Paint zipper lanes when roadway crosses taxiways. Note: Add black borders to enhance markings on light-colored concrete pavement. Paint Vehicle Lanes Stop Bars on Vehicle Lane Roadways to include Hangar Roadway IAW Aeronautical Information Manual (AIM) Fig 2-3-18 (Attachment 4, Tab 5). �Remove VFR Holdlines on Taxiway C intersection with Taxiway Delta and Taxiway Foxtrot. Paint Movement Area Boundary Markings. Note: Add black borders to enhance markings on light-colored concrete pavement. IAW UFC 3-260-04 Para 8-7 (Attachment 4, Tab 6). Paint Apron Stands Markings IAW Attachment 4, Tabs 7a, 7b and 7c. Use water-borne paint TT-P-1952, Type I, II or II and Glass Beads TT-B-1325, TYPE I, II or III on all concrete Surfaces Markings IAW Airfield Marking Handbook Table 3.1. Use Thermoplastic (Hot Melt) and Glass Beads TT-B-1325, TYPE I, II, or III for all Runway and Rotary Landing Lanes Asphalt Surfaces Markings IAW Airport Markings Manual 3.2.2.3.
