- This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-RML-2108813 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular �(FAC)2022-02 January 14, 2022. The North American Industry Classification System (NAICS) code for this procurement is 811219, Other Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $22 million. The requirement is being competed full and open competition, un-restricted and without a small business set-aside. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for a one year service contract for the following: Service contract NextSeq 2000 s/nVH00286. Confirm and demonstrate the operations of CHI�s NextSeq 2000 (s/n VH00286) according to the performance specifications upon request and provide application support Provide full coverage for parts, labor, and travel for the NextSeq 2000 (s/n VH00286) Perform all necessary software and hardware updates for the NextSeq 2000 (s/n VH00286) Provide reagent replacement upon hardware failure for the NextSeq 2000 (s/n VH00286) Provide one (1) preventative maintenance during the period of performance. Scheduled and emergency service performed between the hours of 8:00am and 5:00pm, Monday through Friday, excluding Federal Holidays. Telephone and email access to technical support; Monday through Friday, 8 am (Singapore time zone to 5 pm US Pacific time zone) 18 hours per day.� Provide Remote Technical Support.� On-site service performed within 72 hours of the Government�s request. (The Contractor will cover all labor and travel for its representatives). Onsite scheduling equal to a manufacturers direct contract, to ensure minimal down time of instrumentation. Work shall be performed by a factory-trained representative with documentation certified by Illumina, Inc. (Contractor must show proof of legal access to Illumina software licenses). Quote Instructions.� Indicate the order of priority in which repairs will be scheduled.� (For example, if the vendor serves multiple clients, which clients, if any, take precedence over others. If there is a tier-based system that prioritizes certain clients or certain types of repairs over others, indicate at what tier or priority of service that is being quoted.) Indicate the nature of software updates/revisions during the service period.� Include when they will be implemented (for example, will revisions/updates be provided and released to NIAID, during PM visits only, upon immediate release, or on another schedule.) POP 3/14/22 to 3/13/23 Billing must be quarterly or monthly in arrears.� All recertification fees must be stated on quote if needed. The government intends to award a firm fixed price purchase order to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein. By submitting a quotation, offerors are accepting all the Governments terms and conditions listed in this RFQ. �The purchase order award will be based on the lowest price technically acceptable.
