- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.� The solicitation number is W912TF-22-Q-0013, and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 541810 Advertising Agencies, a small business size standard of $16.5M.� This requirement is 100% set-aside for small business, and only qualified vendors may submit quotes. The solicitation will start on the date this solicitation is posted and will end on 28 February 2022 at 4:00 PM Eastern Time. Free On Board (FOB) Destination shall be required to 1059 Canal Street, Manchester, NH 03101.� The Government contemplates award of a Firm-Fixed Price (FFP) contract. The Government requires media services as follows.� Interested parties shall note that the Government�s intent is exercise each CLIN as an option.� The contractor will first provide an analysis of NHARNG�s current market practices and the Government may, or may not, exercise each/all or none of the options based on the recommendations in the study and available funding.� Interested parties are required to include the pricing sheet (attached) in their responses to this RFQ.� Pricing must reflect the extended price for the duration of each performance period as described below.� � CLIN 0001: �Analytical Study�� (QTY= 1 Month) Performance Period = 15 March 2022 � 15 April 2022.� The contractor shall analyze NHARNG�s current marketing strategy and make recommendations as to how NHARNG might increase its market share across digital mediums IAW Para 5.1 of the PWS.� CLIN 0002:� OPTION 1- Website Development & Management (QTY = 6 Months) Performance Period = 1 June 2022 � 1 December 2022.� The contractor shall create and maintain a website that is both responsive and intuitive for users.� The website shall be continuously monitored and remove any content that is redundant, outdated or irrelevant. The contractor must also have the means to provide one million (1,000,000) impressions/digital advertisements, with banners geo-tagged to New Hampshire, through various online platforms� The contractor shall also ensure that NHARNG�s recruiting website remains searchable across multiple search engines IAW para 5.2 of the PWS.� CLIN 0003:� OPTION 2- Targeted Advertising on Digital Streaming Services (QTY= 6 Months) Performance Period = 1 June 2022 � 1 December 2022.� The contractor shall provide one million (1,000,000) impressions on digital streaming services such as Hulu, Netflix, Amazon Prime, and Apple +.� The successful offeror shall have the ability purchase advertising segments on these venues and ensure visibility during prime hours IAW para 5.3 of the PWS.� CLIN 0004:� OPTION 3- Social Media Support (QTY = 6 Months) Performance Period = 1 June 2022 � 1 December 2022.� The contractor shall ensure that NHARNG recruiting efforts remain visible across multiple social media platforms such as Facebook, Instagram, and Snap Chat.� The contractor shall also advise on content and the frequency of each posting.� Finally, the successful offeror shall assist NHARG in the development & refinement of its social media strategy IW para 5.4 of the PWS. Telephone inquiries will not be accepted. If the Government responses to technical questions affect the Statement of Work requirements or any other portion of the solicitation, then an Amendment of Solicitation will be issued.
