- General. �This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. Notice Details. �The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) has been tasked to identify interest in the Construction Contract for Phase 2 of the Portland Veteran�s Affairs (VA) Seismic Retrofit & Renovation project.� Phase 2 of the program includes the demolition of existing campus structures and the new construction of two new campus structures.� The new Building 110 will provide a new Specialty Care Facility for outpatient services and Building 111 will construct a new 600+ space parking garage.� Reponses to this Sources Sought announcement will be used by the Government to review existing small business capabilities for both the Prime and subcontracting opportunities and to determine, if appropriate, a small business set-aside acquisition strategy decision. �Award will be made in accordance with FAR Part 15, using best value trade-offs.� The Government anticipates advertising this project as a two-phase Design-Build procurement.� The magnitude of the project is between $250,000,000 and $500,000,000. This Sources Sought is to gain knowledge of the interest, capabilities, and qualifications of the small business members of the industry, to include: �Small Business, Small Disadvantaged Businesses to include 8(a) firms, Historically Underutilized Business Zones (HUBZone), Woman Owned Small Business (WOSB) to include Economically Disadvantaged Women-Owned Small Business (EDWOSB), Service-Disabled Veteran-Owned Small business (SDVOSB) and Veteran Owned Small Business (VOSB). All interested parties are highly encouraged to respond so maximum opportunity can be afforded to small business community. Formal Sources Sought Response Due � Wednesday, 24 FEB 2022 at 2:00 pm PDT. Project Background.� The Department of Veteran�s Affairs (VA) Office of Construction and Facilities Management team (DVA-CFM) and the Portland District (NWP) US Army Corps of Engineers (USACE) team (i.e. the Government) are partnering to provide life and health safety upgrades and facilities improvements to the VA Portland Healthcare System (VAPORHCS) medical center on the top of Marquam Hill located in Portland, Oregon (see Map attachment). The DVA-CFM managed the development of a Project Book which includes preliminary planning information, codes and standards, existing site-specific conditions, and other relevant data and project performance goals to be used as Government Furnished Information (GFI).� As background, Marquam Hill is located south of downtown Portland, Oregon and contains five (5) unique medical care and learning facilities:� VAPORHCS; Doernbecher Children�s Hospital; Oregon Health and Science University (OHSU) Main Hospital; OHSU Casey Eye Institute; and the Shriners Hospital.� Project Scope.� CENWP intends to award a firm fixed price design-build construction contract for Phase 2 of the VA Portland Seismic Retrofit & Renovation project.� This Sources Sought focuses on the authorized Phase 2 scope for construction.� Phase 2 includes: Demolition of several existing structures on the southern half of the campus, including the 24,000sf structure Building T-51.� Additionally, an existing trailer building will be demolished as well as other minor existing structures; Demolition of surface parking spaces surrounding Building T-51 to allow for grading activities, infrastructure improvements and siting of new structures; Construction of a new parking garage structure (Building 111) adjacent or connected to existing parking structure Building 108 (parking garage shall be sized to provide up to 449 net new spaces (anticipated total of more than 600 gross spaces to account for the lost surface parking in the area)); Construction of a new Specialty Care Facility (Building 110). Building 110 will serve as an outpatient care facility and will include approximately 300,000 gross square feet. Anticipated Construction Schedule:� CENWP intends to advertise and award Phase 2 Construction Contract with estimated construction completion by the end of calendar year 2029. Maximum Small business participation is being sought at both the Prime and subcontracting levels.� As a VA facility requirement, Veteran-owned small businesses (VOSB) and Service-Disabled Veteran Owned (SDVO) small businesses are particularly encouraged to respond to this Sources Sought for work at both the prime and subcontracting level. Project Specific Constraints and Challenges. Firms may want to take the time to visit the site located on Marquam Hill. Site constraints include: Geographically constrained campus; steep slopes and varying elevations across campus Congested campus with limited parking and limited ingress/egress points for traffic circulation Extremely limited construction lay-down space Construction will conform to very prescriptive constraints and criteria as established by the medical center.� Complying with these constraints is expected and mandatory in performance of any contract award. � Marquam Hill is congested with neighboring medical campuses and neighboring residences. � Submission Instructions. An explanation of the prime firm�s capabilities and the work to be self-performed as it pertains to the proposed work outlined in the Project Scope and if your firm is interested in being a prime or a subcontractor.� If interested in subcontracting opportunities, please specify which elements of the proposed work your firm is interested in providing.� A description of work performed under similar project constraints and challenges listed under paragraph 3. Project Examples (for Joint Ventures, please include projects completed by the Joint Venture if available): To be considered for a potential set aside strategy, provide a maximum of three (3), minimum of one (1) projects demonstrating experience with design-build type vertical construction (IE: steel buildings) of similar magnitude.
