Description
* 02/15/2022 - UPDATE: Attached is Question and Answer Document 1 compiled of a portion of the comments submitted in response to the DRAFT RFP posted 01/20/2022.� More Question and Answer documents will be posted as they are completed. The Air Force intends to award a Total Small Business Set-Aside, Indefinite Delivery, Requirements-type contract with a 2 year Basic and 9 one-year Options for the manufacturing and production of the Energy Efficient Small Shelter Systems, as described by the Purchase Description and Statement of Work. Quantity:� Basic Period � First Article Production 4 Energy Efficient Small Shelter Systems color Desert Tan. Normal delivery rate should be no less than 30 units per month, Option I: 260 Units, Option II: 157 Units; Option III: 233 Units; Option IV: 147; Options V � IX: 350 Units. Tradeoff source selection procedures in accordance with FAR 15.3 as supplemented will be utilized. The evaluation criteria is Technical Capability, Past Performance, and Price factors. Technical Capability is evaluated as acceptable or unacceptable with the following subfactors: 1. System Performance - Energy Efficiency, 2. Operation Environment � Temperature Range, 3. Operation Environment � Wind Load, 4. Operation Environment � Snow Load, 5. Transportability � Packaging. Among those offerors with technically acceptable proposals, a tradeoff may be made between past performance and price. Past Performance is considered approximately equal to price. Award will be made to the responsible offeror whose proposal conforms to all required terms and conditions, includes all the required representations and certifications, meets all the requirements set forth in the RFP and also provides the best value to the Government. Four first article EESSS systems shall be subjected to the analyses, demonstrations, examinations, and tests described in the Purchase Description paragraph 4.6. The contractor shall provide or arrange for all test equipment and facilities. Unless otherwise approved by the procuring activity, changes shall not be made to the first article EESSS systems� configurations during the first article inspection. All components of the base EESSS supplied during production shall be of the exact same configuration and design as the components of the base EESSS supplied for first article inspection.� Delivery of production first articles shall be within 180 days of contract award. The contractor shall be responsible for all costs associated with the shipment of first articles. The contractor shall notify the Government of shipment 30 days prior to shipment.
