Description
SOURCES SOUGHT NOTICE (SSN) NET-ENCLOSURE IN SUPPORT OF UNMANNED ARIAL SYSTEMS (UAS), and UNMANNED AERIAL VEHICLE (UAV), MUNITION SYSTEMS, AND OTHER WEAPON SYSTEMS INTRODUCTION: This is a Sources Sought (SS) being issued by the Army Combat Capabilities Development Command (CCDC), Armaments Center (AC), Munitions Engineering & Technology Center (METC), Fuze and Precision Armaments Directorate (FPAD).� This SS requests capability statements from potential contractors on their ability to perform a construction-type contract for an expansive net-enclosure facility at Picatinny Arsenal, New Jersey, 07806.� In general, the net-enclosure can be conceptualized as the netting and poles on typical commercial golf-courses.� This SS also requests a Rough Order Magnitude (ROM) price estimate for the requirements specified herein.� BACKGROUND: The anticipated effort requires installation of a large scale net enclosure, which will allow for safe and effective testing of prototype Unmanned Arial Systems (UAS) and Unmanned Aerial Vehicle (UAV) munition systems, and other weapon systems.� The focus of the testing will involve live practice drills with UAV and UAS, simulating various battlefield tactics, and other relevant testing.� The testing will involve simulation of �swarm� technologies.� �Swarm� aerial capabilities involve multiple UAV�s coordinating together to achieve a specific mission outcome.� Extensive testing is needed to bridge the gap between the high level of technology versus practical military use.� Challenges currently exist with the ability to hover, take-off, attack, defend, and land UAS,� in enemy engagements.� These challenges are exacerbated with operations involving multiple UAV�s in coordination that need to engage as one (1) overall attack unit.� Ultimately, this effort seeks to provide a net-enclosure that will be used as a testing laboratory that stands to enhance �swarm� methods, and potentially, other capabilities through information gleaned from testing outcomes.� As a result of this effort, the AC stands to gain more efficient command of �swarm,� methods, and potentially other capabilities related to UAS and UAV.� REQUIREMENTS: This SS seeks a capabilities statement containing a technical approach, and ROM pricing for two (2) versions of net-enclosure requirements � (i) a Turn-Key Solution (end deliverable includes complete installation and inspection/acceptance), and � (ii) delivery of hardware (i.e. no labor/installation, only inspection/acceptance of product).� Specification requirements are annotated below: Specifications Minimum dimensions of 300� L x 120� W x 85� H. Options (i.e. different net-enclosure models) for dimensions up to 450� L x 150� W x 150� H. Netting, poles, fittings & connectors rated to withstand typical weather exposure in New Jersey for an extended period of time without maintenance. Ability to raise and lower netting to allow personnel and vehicle access as well as minimizing impact to local wildlife.� Access required through a relatively small area:� 20� x 20.� External power for operating test equipment (optional). Netting must be capable of containing Class I (required) and II (desired) UAS without significant damage; recommend use of high-density polyethylene or Kevlar for long-term, all-weather usage. Lighting atop of poles for safety purposes as required by local regulations. Optional � lighting inside of facility, mounted to poles (TBD). Netting must allow for minimally degraded RF transmission. Stainless Steel fittings, anchors, wire and other items is desired; minimum requirement is use of galvanized steel. i.� Turn-Key Solution The �Turn-Key� solution requirement involves providing all the necessary resources to perform the effort, as well as coordination with Garrison authorities for any applicable on site-approvals for construction, and the ultimate completion thereof.� This is inclusive of, but not limiting to, all necessary labor, materials, and equipment to successfully install the large scale net enclosure; and the ability to coordinate, and obtain proper approvals to perform the construction.� Performance will be complete after the net-enclosure is installed and accepted by the Government.� Request that the submission response in this area include the following:� (1) a narrative demonstrating the ability to have the proper training and certifications to accomplish the effort; (2) a narrative explaining the approach to installation; including - installing new poles, hardware, and netting; (3) a narrative explaining the approach to meeting local and state building codes, garrison regulations, and all applicable regulatory requirements; (3) a narrative demonstrating the ability to obtain proper work permits; (4) a narrative detailing performance time-lines for completion of the construction; and finally, (5) any relevant experience related to performing work on a Government installation, on-site.� In submitting the requested ROM pricing, the contractor should take into consideration all applicable wage laws, to include the Davis-Bacon Act, which applies to this effort.� Installation of the �net-enclosure� will likely occur at Picatinny Arsenal in the 1500 building area.� �Assume coordination with the Contracting Officer Representative (COR) and Garrison Office, for available dates and times, of when construction and installation work is authorized.� For purposes of the ROM submission, assume no over-time, and assume work to be performed during standard hours (8AM ET � 430PM ET), with federal holidays off.� In the event that an interested party or contractor desires to respond to this section, but is unable to demonstrate narratives that meet all requirements delineated above, responses are still encouraged.� In this circumstance, request that these areas are specifically noted in the response.� For example, if the contractor does not have experience working with the Garrison at Picatinny, or with working on a Government installation, request that be conveyed in the response.� This type of response will not limit the ability to respond to a future solicitation.� This information will merely be used by the Government during the Solicitation phase, to further specify processes and procedures for working on-site, and with the Garrison. ii. Hardware Delivery This requirement involves delivery of hardware requirements (i.e. all net-enclosure equipment listed) to a designated central receiving location on Picatinny Arsenal.� Request that the process of providing for all material, equipment, tooling and other items/components needed to stand up the net-enclosure be conveyed in the submission to this part.� For this part, assume no installation requirements.� Only assume delivery, and inspection and acceptance by the Government.� The anticipated central receiving location is building 91.� For both requirements i (Turn-Key Solution), and ii (Hardware Delivery), provide commercial warranty information, and any other relevant terms and conditions with deliverables.� Note that an offeror may choose to respond to i only; or ii only; or both.� The Government does prefer responses to both scenarios to formulate the most viable acquisition pathway, which is most beneficial to the Government.� PERIOD OF PERFORMANCE Requirements are anticipated to materialize into a formal solicitation as early as the 2nd/3rd quarter of fiscal year 2022.� COMPETITION: It is anticipated that this contract will be awarded with competitive procedures.� All interested parties are encouraged to provide a response.� NOTICE OF LIABILITY: This is not a formal solicitation.� This is a SS for market research purposes.� Any response to this SS is at the sole-discretion of the contractor.� No remittance payment will be made for any information sent in response to this SS.� Information submitted in response to this SS may be used for procurement planning purposes.� The information received by the Government will not be released to third parties.� For purposes of this SS, �third parties,� is defined as outside the Government.
