ACC-APG � Huachuca Division is seeking information from business sources that can provide the following services: � Description: The Contractor shall provide Information Technology (IT) services to support the mission of the 2nd Theater Signal Brigade (2nd TSB) / United States Army Europe and Africa (USAREUR-AF), USAREUR-AF G3 within the USAREUR-AF and US European Command (EUCOM) Areas of Responsibility (AOR). �The Contractor shall provide operation, maintenance and supply support of communications and information systems under the purview of the 2nd TSB, its subordinate units, other military services, and customers of the 2nd TSB. �Current locations and systems to be supported are specified in the appendices to this Performance Work Statement (PWS). �The Contractor shall provide all management, administration, personnel, services, overtime, travel, training, and equipment required to perform the operation, maintenance, and repair of communication facilities, systems, and equipment except for Government-furnished property (GFP), and Government-provided services as stated in this PWS. �The Contractor shall also install and de-install equipment, perform supply functions, and provide logistics support. The Contractor shall use Government-provided transportation to move equipment. Requirement: �The 2nd TSB is a forward-deployed theater signal brigade providing tactical and strategic communications across the full range of military operations within EUCOM�s and USAREUR-AF AOR. �Specific Contractor support includes: operation of the Area Maintenance and Supply Facility-Europe (AMSF-E); Operation and Maintenance (O&M) of Department of Defense Information Network (DoDIN) systems and sites, to include Asynchronous Transfer Mode (ATM), �Synchronous Optical Network radios, and Technical Control Facilities (TCF); O&M of the following activities: the Antenna Maintenance Activity (AMA), Defense Red Switch Networks (DRSN), Voice over Internet Protocol (VoIP),Voice over Secure Internet Protocol (VoSIP) Call Manager (CM) System Administration; O&M support for Defense Information Systems Agency (DISA) and Army communications systems; support for Coalition Network Systems and Secure Local Area Network (SLAN) Network Systems; Communication Security (COMSEC) Management; maintenance of the following systems: Automatic Test Equipment (ATE), Test, Measurement, and Diagnostic Equipment (TMDE), Air Traffic Control (ATC) Systems, Tie Cable (Copper and Fiber Optic); Tie Cable repair, expansion and extension; maintenance, repair, relocation and replacement of environmental support equipment, heating ventilating, and air conditioning (HVAC), battery banks, Frequency Converters (FC), Uninterruptible Power Supplies (UPS), rectifiers, and other related power equipment and control cabinets. Additional, the Contractor may be required to provide telephone network support, monitor network circuits and alarm functions of the facility infrastructure monitoring systems; maintain digital switching systems; and perform Help Desk functions and server administration.� The purpose of this RFI is to gain knowledge of interest, capabilities, socio-economic information, and qualifications of members of the business community who can support this requirement. Responses to this RFI will be used by the Government to make appropriate determinations about potential sources. �The anticipated contract type is a hybrid contract with the majority of Contract Line Item Numbers (SLINs) and Subline Item Numbers (SLINs) being Firm-Fixed-Price (FPP) and will include Cost Reimbursement CLINs/SLINs.� It is anticipated that the effort will be for a two (2) month phase-in, ten (10) month base year, and four (4) twelve (12) month option years. � Currently, contract places of performance are Germany, Italy, Belgium, Netherlands, but the Government anticipates requiring additional places of performance. The proposed North American Industry Classification Code 541513, Computer Facilities Management Services. The Product Service Code will be DG10 - IT and Telecom - Network Support Services (Labor). Submissions: A responding company must demonstrate the capability to accomplish the support services identified. Please include a realistic small business goal for the work depicted in the draft PWS in various socioeconomic categories.� 3. �Please identify (with rationale) if your company believes that a hybrid pricing arrangement is not the most appropriate for this type of requirement and if not describe your recommendation. 4. �Describe your current capability in regard to those identified in the draft PWS. 5. �Respondents are to address their successful past performance and experience on similar government contracts within the past three years.
