Description
The U.S. Fish and Wildlife Service (FWS) hereby submits a Notice of Intent (NOI) to inform industry contractors of the Government�s intent to award a sole source, firm-fixed priced contract to Partnership for DE Estuary located in Wilmington, Delaware. This contract action is for commercial services under NAICS code 541620, Environmental Consulting Services for which the agency intends to solicit and negotiate with only one source under FAR 13.106-1(b), Simplified Acquisition procedures. FWS has a follow-on requirement for Marsh Survey work, analysis, and reports. The Partnership for DE Estuary (PDE) conducted Pre-Marsh restoration work in 2015 and this work needs to be duplicated with the same methods at the same locations to determine Post-Marsh restoration 2022 conditions and analyze the results with the same analysis. The PDE works to restore the health of the Delaware River and Bay. With an emphasis on science and collaboration, and a focus on the entire Estuary, they are uniquely positioned to develop and implement programs to improve the Estuary environment. Their staff have the scientific background and fitness needed to navigate, study, and analyze the data from the marshes. PDE developed the marsh surveying techniques and have the best knowledge about the techniques. Since they conducted the 2015 work, they are the best company to conduct the 2022 work so that it is consistent and accurately collected for a scientific analysis between the two datasets. FWS anticipates an award in March 2022 with a proposed period of performance of one year with an estimated total contract value of $70,000. This announcement constitutes the only notice. This is not a request for competitive quotes. All responsible sources may submit a capability statement, which must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive. Responses received from this solicitation will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the agency not to compete this proposed contract based upon responses to this notice is solely within the discretion of the agency.
