- Description
- The Environmental Protection Agency�s (EPA) Office of Chemical Safety and Pollution Prevention has a requirement for an indefinite-delivery, indefinite-quantity (IDIQ) contract to provide support for chemical screening, review, and evaluation of new, existing, and safer choice chemical substances in support for the Office of Chemical Safety and Pollution prevention programs. This acquisition is being conducted using full and open competition methods. The Government anticipates award of a multiple award, indefinite delivery/indefinite quantity (IDIQ) contract that will allow for the issuance of firm fixed price and time-and-material type task orders over an ordering period of five years with a maximum ordering ceiling of $100 million. Specific requirements will be identified in written task orders issued by the Contracting Officer. In addition to rates, the Government's evaluation of proposals will include an assessment of each offeror's technical capability and past performance. It is anticipated, all non-price evaluation factors, when combined (including past performance), are more important than price. The Government intends to evaluate proposals and make award without discussions. Contract award will be made in accordance with FAR Part 15 procedures � Contracting by Negotiation. The North American Industry Classification System (NAICS) code is 541620, Environmental Consulting Services, the size standard for which is $16.5M. All responsible small business concerns may submit a proposal, which will be considered by the EPA. The solicitation will be issued via the FedConnect� portal located at the following internet address: www.fedconnect.net/. Questions relating to the solicitation are required to be submitted electronically through FedConnect�. ONLY those questions posted through FedConnect� will be accepted. All responses to questions will be released on FedConnect�. At this Internet site you will be able to register with FedConnect�, enabling you to download the solicitation once released, join the mailing list, and to submit questions. Contractor registration in the Government�s System for Award Management (SAM) is required in order to be eligible for contract award. Once issued, solicitation documents will be available electronically for download at https://www.fedconnect.net. Hard copies of the solicitation package will not be distributed. Electronic copies of responses will be required and must be submitted via FedConnect� (https://www.fedconnect.net). It is anticipated the solicitation will be posted on the www.FedConnect.net website on or about March 15, 2022. No hard copies will be available.
