- SOURCES SOUGHT SYNOPSIS FOR THE EL VADO DAM SPILLWAYS AND DAM CREST MODIFICATIONS PROJECT The Bureau of Reclamation Acquisition Management Division, Provo Area Office in collaboration with Albuquerque Area Office, issues this special notice number DOIRFBO220012 for the El Vado Dam Spillways and Dam Crest Modifications Project, located in North Central New Mexico. This notice is for the purpose of determining potential offerors, availability, capability, and small business status to support the project. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTE, OR AN INVITATION FOR BIDS and does not constitute any commitment by the Government. No reimbursement will be made for any costs associated with providing information in response to this notice. All interested sources must respond to future solicitation announcements separately from responses to the sources sought notice. The information obtained may be used for the future solicitation and all interested parties must respond to future solicitation announcement separately. PRINCIPAL COMPONENTS OF THE PROJECT: The following are the principal components of the work necessary to complete the project: A. Existing service spillway includes removal of existing service spillway (concrete crest structure, and steel lined chute), including radial gate and associated mechanical equipment, and removal of existing highway bridge. B. Existing dam crest features � Includes removal of existing wave suppressor (and supporting steel and concrete members), top few feet of existing steel plates on dam face. C. Temporary soil nail stabilization along left inlet wall of existing concrete service spillway. After installation of soil nails, existing concrete floor of service spillway will be sawcut and removed. D. Excavation of approximately top 7 feet for over 1000 lineal feet of dam crest. E. Excavation for new service spillway alignment, including side slopes and for drainage system. F. Temporary excavation support/stabilization with untensioned rock dowels and shotcrete facing reinforced with welded wire reinforcement. Drainage behind the shotcrete facing will consist of geo-composite strip drains centered between each column of rock dowels. G. HDPE pipes, sand, gravel and access boxes for foundation drainage downstream of the crest and backfill drainage behind the crest structure walls. H. Reinforced concrete, lean concrete, concrete for mud mat, and test slab. I. Grouted anchor bars, foundation anchors, stoplog gate guides, and railings. J. Miscellaneous and structural backfill. K. Radial gate, gate operator, and gate hoists include coatings and galvanic anode cathodic protection, and heating elements. L. Power, gate controls and indicators, communications (i.e., SCADA), and engine generator set. M. Highway bridge with guardrails. N. Gate hoist deck with railings and ladders. O. Right abutment access road with guardrails. P. Dam crest modifications includes earthwork, upstream reinforced concrete parapet wall (with fencing), aggregate base course, asphalt pavement, and downstream guardrail. Q. Extension of the geomembrane composite from elevation 6905 to the base of the new concrete parapet wall, geomembrane composite placement over the existing left concrete parapet wall on dam crest, and the lean concrete backfill area along the left side of the new spillway approach wall. R. A zoned freeboard dike /fuse plug at the emergency spillway. S. Impressed current cathodic protection system. T. Protect, preserve, and abandon various piezometers and survey measurement points along the dam. Install SMALL BUSINESS CERTIFICATION WITH THE SMALL BUSINESS ADMINISTRATION (SBA): The North American Industry Classification System (NAICS) for this project is 237990 Other Heavy & Civil Engineering Construction, Small Business Size Standard $39.5 Million and the anticipated magnitude of this project in accordance with FAR 36.204 is more than $10,000,000.
