SOURCES SOUGHT SYNOPSIS F-35 S-Blaster Coatings Removal System & E-Drill SOURCES SOUGHT SYNOPSIS: Solicitation Number:�������������������� Notice Type: FA8224-22-R-0040DL�������������������������� Sources Sought Synopsis: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. Any information submitted by respondents to this sources sought synopsis is voluntary and will not be returned. The Government will not reimburse any costs incurred or associated with the submission of information in response to this notice. 1.1The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 333991 which has a corresponding Size Standard of 500 employees. The Government will use this information to determine the best acquisition strategy for this procurement. �The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran�Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. �Program Details: Scope The 309th Aircraft Maintenance Group (AMXG) located at Hill Air Force Base (HAFB), Utah has requirements to procure one (1) S-Blaster Coatings Removal System and one (1) E-Drill to support the 570th AMXS operations. The S-Blaster Coatings Removal System will be used to remove the coatings around various fasteners to prepare fastener heads for removal; and the E-drill will be used to be used to remove the fastener heads to facilitate panel and component removal. 1.2������ This statement of work provides the minimum requirements for the S-Blaster Coating Removal System and E-Drill for the F-35 at Hill Air Force Base (Hill AFB). Additionally, the contractor shall provide full documentation and instructions for the acquired S-Blaster Coating Removal System and E-drill. Total quantities requested in this effort are one (1) S-Blaster Coating Removal System and one (1) E-Drill.�� Background 2.1������ The F-35 requires fastener and coatings removal on and in all skin-installed fasteners. The coatings are applied over a composite substrate, and are sensitive to an abrasive removal processes. Currently, panels are manually scraped and sanded to expose fasteners. Then, the mechanic manually picks the coatings from the inside of the fastener to aid in removal. This is a labor intensive process which poses undue risk to the composite. Historically, composite damage due to the current strip process has resulted in lengthy engineering to remediate. 2.2������ The introduction of a small, handheld, backpack or standalone portable unit would allow the mechanic to remove the coatings and fasteners only in the vicinity of the fastener. Additionally, this would occur with less manual labor being expended while operating within a quieter environment and adhering to Occupational Safety and Health Administration (OSHA) regulations. Product Description 3.1������ The contractor shall provide one (1) S-Blaster Coating Removal System to remove coatings from fasteners using a plastic-based media. The unit must be self-contained, meet all OSHA standards, and must include a HEPA style filter and one (1) E-drill to remove fastener heads 3.2������ S-Blaster Coating Removal System Specifications Compatible with Lockheed Martin Specification �LMA-PB042 Rev A� (or current/ highest revision) section 3.2.1 �FASTENER HEAD CLEANING EQUIPMENT� System must be self-contained as to not produce any FOD outside of the system Must be operable by a single strained mechanic S-Blaster, Coating Removal System (CP1-SBV-001) to include the following: SN: 3 lbs. Blast Media 1 ea. Pre-filter 3 ea. Blast Locators 1 ea. S-Blaster Holster Compatible with LMA-PB042 Rev A 3.3 ����� E-Drill Specifications Use an electrical discharge machining process (EDM) to cut fastener head Required machining through titanium, steel, and aluminum fasteners. Compatible with Lockheed Martin Specification �LMA-PB042 Rev A� (or current/ highest revision) specifically sections: 3.2.3 �EDM EQUIPMENT�, 3.2.3.1 �EDM CUT SCHEDULE�, 3.2.3.2 �EDM ELECTRODE�, and 3.2.3.3 �EDM FLUID SYSTEM� System must be compatible with hand tool positioning equipment that has a radial position tolerance within � 0.005� and a total angularity tolerance of � 2� IAW LMA-PB042 Section 3.2.2 The systems must contain a self-contained vacuum in order to suck in FOD during the machining process The system must be usable by a single trained mechanic LMA-PB042 Rev A. E-Drill Center-Ground (CG) (CP1-SY-185) System to include the following: MSU SN: CG Hand Tool, 30ft SN: Mobile Service Unit (MSU) CG E-Drill Hand Tool w/30ft. cable Mounted Touch-screen Display and Customized Fastener Part Number Library LED Vacuum-assist Flush Head Locator Kits (OVL) (4) Specific Removal Kits for F-35 Fastener Families and Diameters Air Punch Kit Consumables Spares Kit Maintenance Tools/Consumables for E-Drill Systems Compatible with LMA-PB042 Rev A One-year Warranty on parts/labor (vendor/manufacture to provide warranty details) Product Support 4.1 ����� Must include standard commercial warranty. 4.2������ Product support and maintenance to include readily available consumable parts shall be available for order (tips, filters, locators, bottles etc.). 4.3������ The contractor shall provide in house training to the required number of mechanics as well as certification to all mechanics properly trained on these systems 4.4������ This training must be documented and relatable to current PAC certifications 4.5 ����� Training will consist of hands on demonstrations and practice in order to provide an efficient baseline on how to operate and maintain the tooling 5.� INSTRUCTIONS 5.1.
