- N00164-22-S-NB37 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT � FABRICATION AND MANUFACTURING OF MK 36 DECOY LAUNCHING SYSTEM COMPONENTS - PSC 5865 - NAICS 334511 Issue Date: 02/18/2022- Closing Date:� 03/18/2022 The Government is issuing this (RFI)/sources sought announcement as part of market research for the fabrication and manufacturing of MK 36 Decoy Launching System Components for use in MK36 Decoy Launching Systems (DLS).� The Government is seeking information from companies that have the knowledge, skill set and capability to execute this requirement. This Announcement has the following Attachments: Attachment 1 � Draft Statement of Work (SOW) Attachment 2 � Mod Configuration Examples for FFP CLIN and the Parts needed for each Attachment 3 � Instructions to Request Drawings The Government is seeking companies with the capabilities and facilities to produce the following listed items: MK 36 Decoy Launching System NAVSEA P/N Nomenclature 3193410 MK 137 MOD 2 (Decoy Launcher) 3193527 MK 160 MOD 1 Launcher Power Supply 3193159 MK 137 MOD 1 (Decoy Launcher) 3192796-1 MK 164 MOD 1 Bridge Launcher Control (STBD) 3192796-2 MK 164 MOD 1 Bridge Launcher Control (Port) 3193526-1 MK 164 MOD 2 Bridge Launcher Control (STBD) 3193526-2 MK 164 MOD 2 Bridge Launcher Control (Port) 6298293 MK 137 MOD 4 Decoy Launcher 3192797 MK 158 MOD 1 Master Launch Control 3193525 MK 158 MOD 2 Master Launch Control The prospective requirement is anticipated to have the following characteristics: Foreign Military Sales (FMS); Full and Open; Indefinite Delivery Indefinite Quantity (IDIQ) contract; Five (5) year ordering period; CLINs will be based on FMS Customer, the drawings in the table listed above, could be configured in different ways, see Attachment 2 for examples; Freight on Board (FOB) Destination and/or Origin; Inspections and Acceptance can be either Destination or Origin; Firm-Fixed-Price (FFP) for all five (5) years; First Article Testing IAW SOW; and Data IAW with the SOW. Responses from Small and Small Disadvantaged Business firms are highly encouraged.� Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions. All interested parties are encouraged to submit company and product literature, a white paper no longer than 10 pages, and/or other pertinent information, such as a description with performance parameters and a statement of current availability, summary of prior testing, test reports, a budgetary cost estimate, production units, production quantity breaks, production lead time of the solution, whether a demonstration unit can be provided to expedite the decision making process and /or identify other Government contracts with similar efforts for the Government(s) consideration. The Government is specifically interested in the following areas, please provide any rationale to support any deviation from any given area of concern that will assist in the Market Research: The ability to meet the characteristics listed above and in attached documents as Firm Fixed Price (FFP); Ability to develop, produce, or acquire high quality castings containing designed-in wiring passage ways with minimal porosities. Please provide capability information supporting this statement; Currently the Government is expecting estimated lead time of 6 to 12 months after award. Please provide rationale to support, not support, or exceed this schedule; It is the Governments intent to request proposals within 30 days of the official Request for Proposal (RFP) posting. Please provide the Government with the capability to meet this timeline or propose why it should be longer; DCMA office capability for Inspection and Acceptance is expected, please provide vendor experience with DCMA in this capacity, and; Any other pertinent information, but not limited to, such as a description with performance parameters and a statement of current availability, summary or prior testing, test reports, and a budgetary cost estimate (with estimated labor categories). Responses to the Market Survey shall include the following: Submitter�s Name Street Address, City, State, Zip Code Commercial and Government Entity (CAGE) Code Business Size Point of Contact (POC) POC Telephone Announcement Number:� N00164-22-S-NB37 The Technical Data Package (TDP) is being provided with this request for information, to allow vendors the opportunity to review and respond.� These drawings contain information that is export controlled and are under the constraints of Distribution Statement D.� Distribution is authorized to DoD and DoD Contractors only.� Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive the controlled attachments. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. Information about the JCP is located at https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx . Please reference Attachment 3 for the procedures of requesting the drawings. At the current time, NO FUNDING IS AVAILABLE for contractual efforts.� This RFI/sources sought does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract.� The United States Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement.� Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. The Government will NOT be responsible for any proprietary information not clearly marked. Vendors may be requested to provide additional information if clarification is required. No submitted material will be returned.
