- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04 (01/30/22). It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/far/52. The solicitation number is 140P8322Q0015 and the solicitation is issued as a Request for Quotation (RFQ). The NAICS code: 561730, Landscaping Services. Small business size standard: $8 M. This solicitation is a 100% total small business set-aside and will result in a firm fixed price contract to a single vendor determined to be responsive and responsible. Also, you must be registered in the System for Award Management (SAM) website: https://sam.gov/content/home DESCRIPTION. The National Park Service (NPS), Nez Perce National Historic Park (NEPE) Spalding Picnic Area has a requirement for tree pruning services to prune the trees with a focus on removing dead and hazardous limbs. FEES FOR NEZ PERCE TRIBAL EMPLOYMENT RIGHTS OFFICE (TERO) Due to the performance location on tribal land, the following guidelines and regulation apply: Nez Perce Tribe, Title 9, Contracting and Subcontracting and Establishment of Tribal Employment Rights Office (TERO) and Its Authority to Issue Rules, Regulations and Guidelines-See Attachment 4. For the purpose of providing a price, the TERO office may require from the contractor a 3.5% fee (percentage amount will need to be verified with the TERO office) of the total amount of the contract for contracts totaling $15,000 or more. A payment schedule for the fee must be approved by the TERO office prior to start of work. Also, the contractor is required to show payment of the TERO fee before the contracting officer approves for final payment. US DEPARTMENT OF LABOR SERVICE CONTRACT LABOR STANDARDS (formerly known as the Service Contract Act) WAGE DETERMINATIONS. For the purpose of providing a price schedule, Attachment no. 2, Labor Wage Determination (WDOL) for the Nez Perce County applicable to the awarded contract. PRICE SCHEDULE. The price quoted should detail pricing per the table(s) below and shall include a total price and shall include all labor, materials, equipment, supplies, shipping, and transportation required to complete and perform services required by this contract. All work shall be performed in accordance with the Statement of Work (SOW), (Attachment 1) Wage Determination (WDOL), (Attachment 2), FAR 52.223-99 Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors (OCT 2021) (DEVIATION).
