(iii)�� �The solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04 effective January 30, 2022. (iv)�� �The associated NAICS code is 811219, Analytical Laboratory Instrument Manufacturing, and the small business size standard is $22.0. �The acquisition is being conducted in accordance with the procedures of FAR Part 12 and FAR Part 13.� (v)�� �The Contractor Requirements are listed below: 1.0�� �PURCHASE ORDER TITLE Procurement of a Maintenance Contract for Freezers/Refrigerators, Incubators, and Shakers �� ��� � 2.0�� �BACKGROUND Freezers and incubators are of vital importance for our work at the National Institutes of Diabetes and Digestive and Kidney Diseases. Without this equipment, we cannot fulfill the mission of the Institute to conduct and support medical research and research training to improve people�s health and quality of life. It is thus, imperative to have this equipment functional at any time. To ensure optimal functioning of the freezers and incubators, regular maintenance is required. The requested service agreements will guarantee that this indeed will take place. 3.0�� �OBJECTIVE The objective of this request is to procure maintenance agreements for the freezers and incubators listed on the contract that will, at regular intervals, receive preventive maintenance. This will reduce the chance that valuable material and biological specimens will be lost. In addition, the chance that valuable time, reagents, and samples will be lost during ongoing experiments will be minimized. For some equipment, the contract will, in case of failure, provide 24 hours service as well as loaner equipment. � 4.0 �� �SALIENT / REQUIRED FEATURES AND SPECIFICATIONS The freezers and incubators listed on the contract will, at regular intervals, receive preventive maintenance. This will reduce the chance that valuable material and biological specimens will be lost. In addition, the chance that valuable time, reagents, and samples will be lost during ongoing experiments will be minimized. For more critical equipment, they will receive same day service, free labor and replacement parts. This will ensure that in case of failure, the equipment will be operational as soon as possible, minimizing the chance that expensive reagents and unique biological samples will be lost. Several incubators and freezers contain mission critical, irreplaceable samples and for those twenty-four hours, daily service, including weekends and holidays, will be provided.� 5.0 �� �TASKS AREAS Independently, and not as an agent of the Government, the contractor shall perform all of the detailed Task Areas listed below: 5.1�� �Task Area 1 � Delivery timelines will be twice a year. All supplies and parts should be covered under the preventative maintenance, silver and gold level contracts. Task Area 2 � Shipping instructions are not required. Task Area 3 � The vendor will keep the equipment maintained by the factory recommended service dates. Emergency calls for service, if necessary, will be made utilizing a separate PO. Additionally, same day service including weekends and holidays will be needed in addition to unlimited phone and email support, free labor, and replacement parts. Task Area 4 � Maintenance requirements are required twice a year or on an as-needed basis with emergencies.� 6.0�� �PURCHASE ORDER TYPE This Purchase Order is to be a firm fixed price.� 7.0�� �INSPECTION AND ACCEPTANCE Inspection and acceptance will be performed at the place of installation - National Institutes of Health, NIDDK, 9000 Rockville Pike, Maryland 20892. (vi)�� �Period of Performance: � Base Year: �March 1, 2022 � February 28, 2023 Option Year 1: �March 1, 2023 � February 28, 2024 Option Year 2: �March 1, 2024 � February 28, 2025 Option Year 3: �March 1, 2025 � February 28, 2026 Option Year 4: �March 1, 2026 � February 28, 2027 (viii)�� �The provision at FAR clause 52.212-1, Instructions to Offerors � Commercial Items, applies to this acquisition. (vii)�� �The provision at FAR clause 52.212-2, Evaluation � Commercial Items, is applicable. �Award will be made to the contractor providing the most advantageous quote to the Government. �Technical factors and price considered. � Specifically, the following technical factors will be evaluated: i.�� �The award will be made to the contractor who provides the most advantageous quote to the Government and will be evaluated via a comparative analysis of the quotes provided, technical factors and price considered. The technical factors are as follows: ��� �We will need same day service including weekends, holidays and unlimited phone and email support, free labor, and replacement parts. This will ensure that, in case of failure, the equipment will be operational as soon as possible to minimize the chance that expensive reagents and unique biological samples will be lost.� ��� �All supplies should be covered under the preventive maintenance, silver and gold contracts. �This will allow the upkeep of the refrigerators/freezers, incubators and shakers. ii.�� �The Contracting Officer will make a price reasonableness determination on technically acceptable quotes.� (x)�� �FAR clause 52.212-3, Offeror Representations and Certifications � Commercial Items, is applicable. �An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via https://www.acquisition.gov.
