- DUE TO DELAY IN POSTING Q&A DOCUMENT, SOLICITATION IS EXTENDED AN ADDITIONAL 2 WEEKS. FORECAST POSTING OF Q&As ON OR AROUND 2/24/2022. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for quotes that are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAR FAC 2021-07, effective date September 10, 2021. The associated North American Industrial Classification System (NAICS) code for this procurement is 621511, with a small business size standard of $35.5M. Multiple Blanket Purchase Agreements (BPAs) are being considered by the United States Department of Agriculture (USDA) Forest Service for use nationwide (primarily Western US) during the wildland fire season (typically May through October annually). The US Forest Service (USFS) Wildland Fire Program has an immediate need for mobile, rapidly deployable, on-site fire base camp COVID-19 test centers. The Contractors mobile test center set up would include all personnel and testing/supplies needed to conduct viral COVID-19 rapid antigen and rapid polymerase chain reaction (RT-PCR) testing within urban and rural locations based on fire incident support needs. Testing may be conducted, as permitted by law, on assigned fire personnel from the National Wildfire Coordinating Group (NWCG) agencies which include: Bureau of Indian Affairs, Bureau of Land Management, U.S. Fish & Wildlife Service, National Park Service, USDA - Forest Service, the National Association of State Foresters, and contractors performing services while assigned to the wildland fire incident. The number of BPAs established will be based upon historical usage, geographical area needs, availability of Company rental facilities and capacities, and the administrative costs of BPAs. COVID-19 testing requirements at fire camp protects the health and safety of our wildland fire workforce and also assists in preventing the spread of COVID-19. SEE ATTACHED FOR FURTHER DETAILS, REQUIREMENTS, AND QUOTE INSTRUCTIONS
