Description
R -- Transcription Services for the Advisory Board on Radiation and Worker Health Description(s): This is a 100% Small Business Set-aside. All responsible sources may submit a written quote which, if received timely, will be considered for award by the agency. No phone calls please. If you have questions or would like a copy of the solicitation please provide it in writing to dyf3@cdc.gov. The purpose of this contract is to provide transcription and court reporting services for the Advisory Board on Radiation and Worker Health. Specific tasks include: 1. Board Meetings a. Verbatim Recordings -- Contractor is to provide verbatim voice writing recorders who are state licensed/certified by a State as court reporters or certified by the National Voice Reporter Association.� Verbatim recordings will be done for all meetings of the Advisory Board on Radiation and Worker Health.� Contractor is to use a speech recognition system to record these meetings.� As back-up to the speech recognition recordings, each meeting must also be recorded on audiotape.� A copy of the audio tape shall be made available to the NIOSH Project Officer upon request.�� Board meetings typically last one-and-a half days and the first work-day is usually 12 hours long.� The half-day is usually 4 hours long.� Contractor is required to be present for the entirety of each Board meeting.� Equipment is to be set-up and ready for the start of each meeting.� Meetings are held at locations across the United States, usually in close proximity to Department of Energy (DOE) sites that are covered under the Act.� In the past, meetings have been held in Washington, DC; Cincinnati, OH; Chicago, IL; and Denver, CO; Charleston, SC; and Oakland, CA.� There are typically 3 board meetings in person and 3teleconference per year.� (NOTE:� Travel to be included in cost proposal.)�� On occasion, emergency teleconference meetings may be scheduled within 48-hours of meeting time.� Contractor must be available to attend these meetings on short-notice.� b. Written Transcripts � Written (electronic) transcripts of the verbatim voice recordings are to be provided to the project officer within one month of completion of the meeting.� To ensure that information contained in the transcripts is verbatim, the information should be verified against the audio tapes.� Transcriber will need to ensure that proper names and technical/scientific terms are spelled correctly.� Individual will need to obtain copies of attendees list and public speakers list to add to the transcripts.��� At any time, prior to the submission of the transcripts, the individual may be called upon to provide verbatim excerpts of information contained in the transcripts to the project officer.� On occasion, draft transcripts are required on an expedited basis. These expedited transcripts do not have to be finished products but must be reasonably complete and accurate.� Expedited drafts of transcripts or excerpts of transcripts shall be delivered within 15 calendar days.� 2. Workgroup Meetings/Conference Calls a. Verbatim Recordings -- Contractor is to provide verbatim voice writing recorders who are state licensed/certified by a State as court reporters or certified by the National Voice Reporter Association.� Verbatim recordings will be done for all workgroup meetings of the Board.� Individual is to use a speech recognition system to record these meetings.� As back-up to the speech recognition recordings, each meeting must also be recorded on audiotape. A copy of the audio tape shall be made available to the NIOSH Project Officer upon request. Workgroup meetings in person last an average of 5 hours and conference calls typically last 2 hours. Equipment is to be set-up and ready for the start of each meetings.� Work group meetings are held in Cincinnati, OH. The Court reporter must attend all in-person work group meetings in person.� A minimum of 5 in-person and 10 teleconference workgroup meetings will be held each year.� (NOTE:� Travel to be included in cost proposal.)�� On occasion, workgroup conference calls are scheduled within 48-hours of meeting.� Individual must be available to attend these meetings on short-notice b. Action Items -- Contractor is required to maintain listing of all current action items for the Board.� Listing of action items is to be provided to the project officer no later than 3 business days after the completion of the meetings. Final Documents Board Meetings/Work Groups & Conference Calls All meetings shall be transcribed verbatim by the contractor. All final products shall be delivered to the project officer in electronic copy.� All documents shall be delivered proofread and free of typographical, grammatical and numerical errors, and must accurately and completely represent the content of the meeting. The period of performance shall be a base period of 12 months with four option periods for 12 months each. The Contractor shall perform all work under this contract at: the cities listed in the statement of work but not limited to those cities only..
