- Description
- USAID/South Sudan is the Alternate Service Provider (ASP)/ICASS for all U.S. Embassy Juba personnel. Under the auspices of the ASP, and under the direction of the Supervisory Executive Officer (S/EXO), the Construction Project Manager (CPM) will provide technical�direction and oversight on electrical systems construction and water management activities on USAID�s Compounds in South Sudan. The CPM will oversee day-to-day construction-related activities to ensure robust technical oversight and management of designated construction activities on both the Residential Compound (RC) and Embassy Compound (EC) and other similar facilities, with exclusive dedication to USAID�s Electrical Upgrade Project, a $20-$35 million Design-Build firm fixed price contract. The CPM- EE will be the Contracting Officer�s Representative for the project. The CPM must have experience in the design, engineering and construction of low and high voltage generation plants, paralleling generator switchgear controls, and distribution systems, and as such, is responsible for providing expert management, technical oversight and quality assurance for the planned Juba Electrical Upgrade Project. Other more limited engagement may include project management of other projects including installation of life support infrastructure systems like water and waste disposal systems, and internal and external electrical systems; renovation (both exterior and interior) of existing structures, walkways, roadways, security systems, access gates, safe havens, dining and recreational facilities, laundry and maintenance facilities. The CPM will be situated in the Executive Office and will report to the S/EXO or acting. Duties will include - but not be limited to - providing technical advice, overseeing project implementation and execution to completion, providing quality assurance support, attending interagency technical meetings and events, and authoring relevant reports. Recommendations provided by the CMP will be made to the Supervisory Executive Officer with input from the relevant agencies� leadership teams, as needed. The incumbent will ensure all federal regulations, OBO, and USAID Management Bureau�s Overseas Management Division (M/OMD) policies and requirements are met through close coordination with staff in those offices and reviewing applicable policies. The incumbent serves as the Contracting Officer's Representative (COR) under a letter of appointment. While a COR has reporting responsibilities to the cognizant Contracting Officer, the incumbent is assigned to the Executive Office in Juba and is subject to administrative supervision and direction of the Supervisory Executive Officer/Juba (S/EXO Juba) or his/her designee only. MAJOR DUTIES AND RESPONSIBILITIES: Construction Site Management Serve as the technical expert for the planning, management, coordination and integration of an electric upgrade and other electric power and water management programs in Juba, South Sudan. Prepare and/or examine layout and detail drawings using specific instructions, notes, or sketches as well as perform design review of construction drawings and specification for electrical systems, such as primary systems, secondary systems, transformers, etc. and examine scheme design for conformance with accepted practice. Monitor construction/renovation work in progress and immediately report to the site supervisor any work (completed or in process) that fails to comply with the contract and/or with any applicable construction standards, reports immediately to the Contracting Officer�and S/EXO any instance of apparent lack of adequate Contractor oversight (e.g. inadequate or unprofessional supervision of the workforce by the Contractor or a subcontractor). Conduct and/or oversee tests and energization of systems and equipment; Investigate and resolve problems and conditions in electrical and water systems and equipment impacting costs, efficiency, safety, and performance; Investigate system malfunction and take or recommend corrective action, per the nature of the problem and equipment involved. Direct the timely accomplishment of design and construction activities with full local responsibility for technical adequacy and accuracy of all professional engineering data; ensure timely accomplishments and preparation of design and specifications development for locally solicited and administered contracts; Establish and monitor internal controls; ensure uniform application of regulations, policies, directives, and professional�practices. Receive preliminary plans and specification, as furnished that are related to proposed new construction. Studies drawings, specifications, and cost estimates and makes recommendations for anticipated mission changes. Contractor�s Management Perform and/or review pre-project planning duties, such as concept development, integration planning, and programming design. Ensure system integration, modification, redesign, troubleshooting, installation, operation and maintenance, and failure analysis for the electrical and water systems and equipment in Juba, South Sudan, working with others as needed and required. Assure surveillance over, and direct the inspection of, contractor accomplishment of projects to insure maintenance of scheduled progress and compliance with standard specifications and safety requirements. Plans, organizes and prioritizes work so as to support the progression of quality work in accordance with timely completion of the project/s. Confers with the Contractor staff, maintaining an open line of communication and,in accordance with applicable contract and COR letter of appointment language, remains responsive to Contractor queries and requests as appropriate, and compiles and maintains contract data, maintaining appropriate contract files in accordance with applicable U.S. Government and Agency regulation and policy in accordance with applicable contract/s convenes and chairs periodic USAID/Contractor reviews of project progress. Construction Reports and Documentation Conduct detailed, comprehensive engineering reports to determine cause of equipment failures, research trends and patterns for electrical and water management systems. Reviews Contractor's requests for deviation or changes to the contract or contract plans; reports, with appropriate recommendation, such requests to the Contracting Officer, reporting any perceived contractual shortcomings that, if left unchanged, would threaten the quality of the work, the safety of individuals or property or the timely completion of the project(s); makes appropriate recommendations for modification(s) to the contract(s). Reviews and analyzes Contractor submittals of plans, drawings, construction technical data and material samples to ensure contractual compliance; reports all deficiencies and/or instances of non-compliance immediately to the Contracting Officer and S/EXO. Liaison with USAID, Interagency, Host Nation and Other relevant officials Coordinate problem solutions with relevant U.S. Mission, host nation and Washington, DC stakeholders and participate in joint inspection of completed projects. Provide the sole technical engineering recommendations for approval and acceptance of all facility and public works projects. Reviews and analyzes Contractor submittals of plans, drawings, construction technical data and material samples to ensure contractual compliance; reports all deficiencies and/or instances of non-compliance immediately to the Contracting Officer and S/EXO. Responsible for review, recommending approval/withhold of payments, and tracking vouchers and invoices from contractors and reconciling accounts with Contracting Office and Office of Financial Management. The Construction Project Manager, in his/her role as COR only, is responsible to the Contracting Officer in accordance with applicable letter(s) of appointment as COR, and in that capacity: Maintains thorough familiarity with applicable contracts and, as appropriate, subcontracts, including all associated modifications. SUPERVISORY RELATIONSHIP Incumbent reports to the S/EXO or his/her designee. Work assignments are in the broadest terms and performance is evaluated in terms of accomplishments and compliance with laws and regulations. SUPERVISORY CONTROLS None PHYSICAL DEMANDS: The work requested does not involve undue physical demands.
