SOLICITATION NO. �W912DR22R0008 PROCUREMENT TYPE: �Pre-Solicitation Notice TITLE: �Building 20 Officers Club Renovation Classification Code: Y - Construction of Structures and Facilities This proposed procurement is Competitive 8(a); NAICS 236220 ""Commercial and Institutional Building Construction"" with a size standard of $39,500,000.00. Project Description: �The U.S. Army Corps of Engineers, Baltimore District (NAB), has been tasked to solicit for and award construction services for the Building 20 Officer�s Club Renovation.� The proposed project will be a competitive, firm-fixed-price (FFP), design-build (DB) contract procured in accordance with FAR 15, Contracting by Negotiations, under a two-step Best Value Tradeoff Process. The scope includes the repairs and alterations to Building 20�s kitchens and food service areas to meet the needs of the user and address current building code deficiencies. �Renovation to the large/main kitchen on second floor (complete gut, all new appliances to include walk-in refrigerator and freezer, and two commercial garbage disposals), new floors, improved/streamline food prep.� Modification to the third-floor kitchen (relocate some of the existing second floor kitchen appliances) to allow it to be used while the second-floor kitchen is being renovated. �Remove and replace old commercial garbage disposal, first floor kitchen and food service areas: �replace commercial dishwasher, and commercial garbage disposal, provide better ventilation, remove wall adjacent to dishwasher, and repair floors.� Replacement of two elevator systems, one freight and one passenger, with maximized interior cab dimensions.� Add new elevator stop and rear access elevator door at first floor kitchen level.� Upgrade power for the second-floor kitchen renovation and for two future commercial laundry appliances at the first-floor laundry/telecom room.� Provide manual transfer switch and hook-up for portable/leased generator to power entire facility. �Fire suppression and fire alarm/mass notification systems shall be compatible with the existing systems to meet current standards. The magnitude of construction is between $5,000,000.00 and $10,000,000.00. �Construction duration is approximately 784 calendar days from Notice to Proceed.� Additional information in accordance with the Statement of Work will be included in the Request for Proposal (RFP) package. This will be a Two-Phase Design-Build contract utilizing the best value tradeoff process. �An award will be made to the Offeror whose proposal is determined to be the best value to the Government considering the evaluation factors. �It is anticipated that Phase I will be released on or about 09 March 2022 with proposals due on or about 08 April 2022. Phase I of the solicitation will be provided in an electronic format, free of charge, to all authenticated account holders of the SAM.gov system. �To familiarize vendors with the system, please go to https://www.SAM.gov. �The media through which the Government chooses to issue this solicitation will be the internet only. �This solicitation will not be issued in paper format. Phase II of the solicitation will only be available to those offerors selected to advance to Phase II. Vendors must be registered with the System for Award Management (SAM) database to receive a government contract award. �Vendors must also be registered in Representations and Certifications Applications (included in SAM). �The North American Industry Classification System (NAICS) Code applicable (236220) to this acquisition must be in vendor�s SAM registration. �Note: �Update SAM profile to include all applicable NAICS Codes associated with your company. �Vendors may register for SAM online at www.sam.gov or by calling 1-866-606-8220.
