Description
Synopsis: The Naval Air Systems Command, Air Combat Electronics Program Office (PMA 209) intends to issue a Cost Plus Fixed Fee Contract for a period of two-years to BAE Systems (BAE), 150 Parish Drive, Wayne, NJ 07470-0975 for activities to support Low Probability Intercept Altimeter (LPIA) configuration in the re-design of the I/O Mux Circuit Card Assembly (CCA).�� This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1 (""Only one responsible source and no other supplies or services will satisfy agency requirements""), (FAR 13.501(a)(2)(i) and FAR 13.501(a)(1)(ii). This notice of intent is not a request for competitive proposals. Interested parties may submit information, within 15 days after this synopsis is published, which will be considered by this agency. The Government reserves the right to confirm the ability of any respondent to meet the requirements. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1, ""Only one responsible source and no other supplies or services will satisfy the requirements"".� BAE is the sole designer, manufacturer, and supplier of the LPIA. BAE possesses the requisite knowledge of the designs, operation, and maintenance required to satisfy the Government�s needs. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement. However, interested parties may identify their interest and capability by responding to this requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
