Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12505B22Q0053 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04. This solicitation will be a 100% Total Small Business Set-Aside. The associated NAICS code is 321999, All Other Miscellaneous Wood Product Manufacturing, with a small business size standard of 500 employees and the PSC code is 8730. The Department of Agriculture (ARS) has the need for the following products: 001) Hammered Sawdust (200 Tons) Scope of Work: The USDA-ARS Marshfield Agricultural Research Station in Stratford, WI is requesting quotes for the purchase of 200 tons of hammered sawdust to be delivered in 9 trailer loads containing approximately 22 tons per load. Background: � The sawdust is used for free-stall bedding for lactating cows, and in a bedded-pack for young heifers. The USDA-ARS/Marshfield Agricultural Research Station has a long history (>15 years) of using a bedded pack system for young dairy heifers. More recently, changes have been made to the manure management system at Marshfield that require sawdust bedding within free-stalls for (~125) lactating cows. In the recent past, the research station has required a 22-ton load about every 12 days. This procurement is an essential requirement of animals care. Technical Requirements:� Deliver 200 tons of hammered sawdust to the UW Marshfield Agricultural Research Station, 208356 Drake Ave., Stratford, WI 54484. Sawdust should be delivered by walking trailer in approximate 22-ton loads. Deliveries will begin about 10 March 2022 and continue through approximately 30 June 2022. Exact delivery dates should be coordinated with Will Cordes (MARS Supervisor; 715-650-7429). The MARS station can't accept multiple loads at once, and has under-roof storage for only one 22-ton load at a time. Specifications for the sawdust include: Moisture content between 10 and 15%; Particle size less than 3/8"", but no more than 20% fine ( 10 lbs/cubic foot; Free of foreign material and debris; No additives, such as corn stalks, bean stalks, oat hulls, or straw. Government Furnished: The USDA-ARS Marshfield Agricultural Research Station will furnish under-roof storage for one 22-ton load of hammered sawdust. Evaluation Factors:� Lowest price, technically acceptable. The government intends to award a firm-fixed price award based on the lowest price technically acceptable product. The lowest priced product will be evaluated first; if not found acceptable, the next lowest priced product will be evaluated, and so on until an acceptable product is identified. The government will not review higher priced products if the lowest priced product is determined to be technically acceptable. For a vendor�s products to be considered technically acceptable, they must meet all of the technical requirements identified in the solicitation. Key Deliverables: 200 Tons of Hammered Sawdust Delivery Delivery:� Deliveries will be made to 208356 Drake Ave., Stratford, WI 54484. The 9 deliveries will occur at approximate 12-day intervals beginning on about March 10, 2022. As such a tentative delivery schedule would be: March 10, 2022 (03/26/2021) March 22, 2022 (03/22/2022) April 4, 2022 (04/04/2022) April 16, 2022 (04/16/2022) April 28, 2022 (04/28/2022) May 10, 2022 (05/10/2022) May 22, 2022 (05/22/2022) June 02, 2022 (06/02/2022) June 14, 2022 (06/14/2022) However, usage rates vary with weather conditions and season. All deliveries should be coordinated in advance with Will Cordes (MARS Supervisor; 715-650-7429) because storage capacity is limited. Because the research station is an operating dairy farm, there will be employees on site during business hours (7:00 am to 4:30 pm) daily. However, deliveries on weekends or holidays are discouraged. Usage rates vary with weather conditions and season. All deliveries should be coordinated in advance with Will Cordes (MARS Supervisor; 715-650-7429) because storage capacity is limited. Deliveries (~9) of sawdust to the Marshfield Agricultural Research Station are the responsibility of the contractor/vendor. The contractor/vendor should leave a delivery receipt with delivery weight at the Marshfield Agricultural Research Station Office (208356 Drake Ave., Stratford, WI 54484) with each load. Invoices should be submitted promptly through IPP. The vendor shall provide all items F.O.B: destination. Location of the Government site is aboard USDA Stratford, WI and will be identified in the contract. The Government anticipates award of a Firm Fixed Price contract. Submitting a Quote: To be eligible for an award, all contractors must be registered in the System for Award Management (SAM) with a current and active registration. A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register.�Vendor must also include their DUNS# on their quote. The submission and payment of invoices on the resulting contract will be made through the Invoice Processing Platform (IPP). As such, vendors must be currently registered or register in IPP in order to be able to submit and receive payment on invoices for the resulting contract. � Offerors responding to this announcement shall submit their quote on�SF1449�(see attached). The quote should include all fees, delivery charges, and/or surcharges. This will be a tax-exempt purchase. Only electronic submissions will be accepted. Please email all quotes in writing on the SF 1449 to�aaron.dimeo@usda.gov by no later than�Monday, February 28, 2022 at 5:00 PM�Central Standard Time (CST). Note: Be absolutely certain to reference the RFQ number �12505B22Q0053� and/or title of the solicitation �Hammered Sawdust (200 Tons)� in the subject, body, and/or attachments on your submission email to ensure your submission can be located and attributed to this solicitation. Failure to do so could potentially result in your submission not being put into consideration for award (as your quote may not be located when searching the recipients email to ensure all responses to the solicitation have been logged before making an award). Questions in regards to this combined synopsis/solicitation must be submitted through email (NO calls with questions) and are due no later than�5:00 PM CST on Tuesday, February 22, 2022. Answers to any questions received by that time will be�posted as an amendment to this combined synopsis/solicitation.
