Description
REQUEST FOR INFORMATION CFM Project Management Information System (PMIS) Introduction: This is a Request for Information (RFI) only issued for conducting market research. Accordingly, this RFI constitutes neither a Request for Quote (RFQ), Request for Proposal (RFP), nor a guarantee that one will be issued by the Government in the future; furthermore, it does not commit the Government to contract for any services described herein. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals or quotes, and therefore, will not accept, review, or evaluate unsolicited proposals or quotes received in response hereto. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted because of this request. The Government does not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred for responses to this RFI. The information provided may be used by VA in developing its acquisition strategy and Performance Work Statement (PWS). Any information submitted by respondents to this RFI is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the respondent. Interested parties are responsible for adequately marking proprietary, restricted, or competition sensitive information contained in their response. This is a request for information and does not obligate the Government in any way, nor does it commit the Government to any specific course of action. Product information, brochures, part numbers, and/or other description information may be included with the submission. Background: - The mission of the Department of Veterans Affairs (VA), Office of Construction & Facilities Management (CFM) is to provide design, major construction, and lease project management, design and construction standards, and historic preservation services and expertise to VA to deliver high quality, cost effective facilities in support of our nation's Veterans. CFM customers are VA employees in medical centers, community-based clinics, regional offices and national cemeteries across this country who proudly work at the front lines of service delivery to our nation s Veterans. The Project Management (PM) process for CFM Major Projects is complex. Daily PM decisions require distribution and review of documentation for analysis, justification, and approval. Decisions in PM workflows require collaboration amongst a variety of stakeholders to provide information necessary to support decisions. Project Management Information Systems (PMIS) provide CFM with the opportunity to improve accountability and collaboration while capturing a digital record of all PM decisions and supporting information. CFM requires a Commercial-off-the-Shelf (COTS), Software as a Service (SaaS) solution to for PMIS solutions. CFM requires a solution provider to provide subscriptions to PMIS software along with comprehensive support services to ensure successful deployment of the PMIS. Overview: VA has used TRIRIGA for 10 years. Over that time period, VA has made many configurations such as workflows, character length in multiple fields, etc. VA uses TRIRIGA as our Construction Management System for our major construction projects. We use as a collaborative solution between the contractor, AE, and CFM staff to process the submittals, RFI s, Request for Proposals, Potential Change Orders (unsolicited proposals), Daily Logs just to name a few. This is our tool for day-to-day operations for the field. Scope: The Contractor shall provide a COTS, user friendly web-based construction PMIS SaaS solution which will be used by CFM staff and stakeholders to manage Major Construction Projects. The Contractor shall also provide all services required to transfer existing VA data, implement and support the PMIS, including solution hosting, configuration services, implementation services, documentation services, training services, and support for CFM user s business processes in order to manage the VA s Major Construction Projects. RFI Submission Instructions: This is a Request for Information only. Do not submit a proposal or quote. If your company is capable of providing the services in the attached Product Description, please submit a Vendor Capabilities Statement that includes a description of the capabilities/qualifications/skills your company possesses to perform this work, specifically to include identification of the proposed COTS product(s) and product overview. The following information must be provided along with your statement of capabilities: General Information: Name of Company: Address: Point of Contact: Phone Number: Fax Number: Email address: Company Business Size and Status: NAICS code(s): DUNs#: CAGE Code#: Detail your company s capabilities and experience supporting federal agencies in providing a Software as a Service (SaaS) product, and how your SaaS product can satisfy the requirements listed in the PWS. Include examples of federal experience implementing your SaaS product (specific examples or references provided must include the agency, point of contact, dollar value, and contract number). Does your company have experience migrating customized data from TRIRIGA to your proposed alternate solution?   Does your solution currently hold a FEDRAMP MODERATE certification? Your company shall comply with FedRAMP requirements as mandated by Federal laws and policies, including making available any documentation, physical access, and logical access needed to support this requirement. Is your company s SaaS product FedRAMP Authorized? If not, are you willing and ready to comply with requirements for VA sponsored VA Certification the schedule for FedRAMP authorization deliverables in the attached PWS? If not, what alternate deliverable schedule would you propose?   Following guidance from the Federal CIO, VA will utilize existing JAB Authorities to Operate (ATO) or agency ATO issued by another agency as a starting point for FedRAMP requirements. If neither of those exist, VA will sponsor FedRAMP ATO. VA will be using the FedRAMP baselines as a starting point, since they are specifically tailored for cloud services. Does your company s SaaS product have an ATO from any federal agency?   Detail your company s SaaS product cloud infrastructure and accessibility from various client devices through either a thin client interface, such as a web browser (e.g., web-based email) or a program interface. The system shall not require download of software to VA computers. The VA shall not manage or control the underlying cloud infrastructure including network, servers, operating systems, storage or individual application capabilities. The system shall be vendor or third-party hosted and require no servers within VA. Please validate that your proposed SaaS product is SaaS in accordance with the NIST 800-145 definition and describe its hosting environment.   Please describe your pricing model to include the threshold for named user subscriptions vs. an enterprise/site subscription. Is your pricing model driven by total users, concurrent users, transaction-based, number of records, etc? Are any additional services needed outside of the subscription model (e.g., configuration to meet functional requirements, data storage, data migration, additional features)? If so, please provide the items and proposed price for these additional services.   Please describe your company s willingness and ability to adopt and incorporate customer feedback in the product roadmap of your proposed SaaS product. Please provide a separate Rough Orders of Magnitude (ROMs) for the proposed SaaS solution. Do you have a preferred contract vehicle (e.g. NASA SEWP, GSA, FBO, etc.)? Small businesses should also include information as to: The intent and ability to meet set-aside requirements for performance of this effort, if set-aside, as set forth in Veterans Affairs Acquisition Regulation (VAAR) 852.219-10 (JUL 2016) (DEVIATION) and VAAR 852.219-11 (JUL 2016) (DEVIATION) VA Notice of Total SDVOSB Set-Aside and VA Notice of Total VOSB Set-Aside, respectively, and 13 CFR §125.6, the contractor will not pay more than 50% of the amount paid by the Government to it to firms that are not SDVOSBs or VOSBs as defined by VAAR 852.219-10 (JUL 2016) (DEVIATION) and VAAR 852.219-11 (JUL 2016) (DEVIATION). Please note that in accordance with 13 CFR §125.6 limitations on subcontracting requirements, demonstrate how you will not pay more than 50% of the amount paid by the Government to it to firms that are not similarly situated. Please submit your RFI response to the above questions in accordance with the following: 1) No more than 10-page and no more than 5 MB. 2) Mark your response as Proprietary Information if the information is considered business sensitive. 3) NO MARKETING MATERIALS ARE ALLOWED AS PART OF THIS RFI. The Government will not review any other information or attachments included, that are in excess of the 10-page limit. The Government will not review generic marketing materials that do not address the information contained herein or the attached documents.
