- This is a Request for Information (RFI) for hotel lodging, conference space, and support services. �As part of its market research, the Administrative Office of the United States Courts (AOUSC) is issuing this RFI to determine if there exists an adequate number of qualified and interested contractors capable of the scope of the requirement in the draft solicitation.� The Government may use the responses to this RFI for information and planning purposes. �The draft solicitation describes only the currently contemplated possible scope of services and is subject to change in the final solicitation. Acquisition Strategy The acquisition strategy is still under development and not finalized.� The government is considering a multiple-award Blanket Purchase Agreement (BPA). �The acquisition strategy will be partially dependent upon the solutions / alternatives presented as a result of this RFI. �If you have any comments on acquisition strategy, please include it in your response. �The AOUSC is not subject to the Federal Acquisition Regulation (FAR) and therefore any solicitation released will be unrestricted and not set aside for small business. Background The AOUSC seeks a national BPA to efficiently contract for group hotel reservations for lodging, meeting space, and event services. �This program may establish BPAs with several Hotel groups and/or chains which will include contractual terms and conditions under which reservations and event services will be competed and awarded. �It is in the government's best interest to limit the total number of BPAs in this program to maximize and streamline administrative effectiveness. It will be the intent of the BPA for the BPA holders to ensure that the terms and conditions of the BPA will be understood by the hotels provided by the BPA holder. Orders generally will include lodging, conference space, food and beverage, audio and visual (A/V) supplies, and other miscellaneous items.� Orders may also be just for lodging. Responses Prospective contractors who are qualified to provide these services should provide the following information for review: Company name Company address Point of Contact information (name, title, phone number, email address, etc.) DUNS and confirmation of active SAM registration (An offeror must have a DUNS number and be registered in the System for Award Management by time of award.) In addition to the general capabilities of interested firms, the AOUSC requests responses to the following questions: 1.� How many properties does your organization own, manage, or hold corporate governance over? 2.� How many properties does your organization have in each of the following STR ratings: Upper Upscale Upscale Upper Midscale 3.� If your organization is a national chain, please confirm if orders can be issued directly to your organization or if they should be awarded directly to the hotel and why. 4.� How many and what locations nationally can your organization provide hotel properties? 5.� If you are a third-party vendor, do you have written documentation from the hotel that states you can represent them and provide quotations on their behalf? 6.� The intended North American Industry Classification System (NACIS) code to solicit proposals is 721110 � �Hotels (except Casino Hotels) and Motels.�� Is there a better suited NAICS code and the reason you feel it would be a better NACIS code? 7.� The intended Product and Service Code (PSC) is V231 � �Transportation/Travel/Relocation-Travel/Lodging/Recruitment: Lodging, Hotel/Motel.�� Is there a better suited PSC and the reason you feel it would be a better PSC? 8.� What other information would be necessary to have to prepare a quotation / proposal? 9.� Are there any existing contracting vehicles that this could be solicited under to include GSA�s Federal Supply Schedules or other Government-Wide Agency Contracts (GWACs)?� If GSA, what would be the appropriate category/MAS to solicit? 10.� What are your questions and concerns in regards to the draft solicitation? Interested parties shall submit all requested information and responses electronically to Tuesday, March 1, 2022 by 10:00 AM, (Eastern), or sooner. �Please use a length of your response you believe is appropriate, but no more than ten (10) pages. Additional information This RFI is only for the purpose of identifying potential sources as part of market research. �No solicitation exists; therefore, do not request a copy of the solicitation. Responses to this RFI will not be considered quotes on which the Government can issue any BPA or contract. �This RFI is issued for information and planning purposes only and does not itself constitute a Request for Quotations (RFQ). �The Government does not intend to award a BPA based only on responses to this RFI. All information received in response to this RFI marked ""Proprietary"" will be protected and handled accordingly. �Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responses to the RFI will not be returned. �Responders are solely responsible for all expenses associated with responding to this RFI. �The Government will not pay for information received in response to this RFI. There is no commitment by the Government to issue an RFP, make an award or awards, or to be responsible for any monies expended by industry responses to this RFI. To fully comprehend the information contained within a response to this RFI, there may be a need to seek further clarification from those respondent(s) identified as capable.� This clarification may be requested in the form of brief verbal communication by telephone; written communication; electronic communication; or a request for a presentation of the response. �The Government reserves the right to seek additional information from those vendors identified with unique solutions that are determined to be beneficial to the Government.
