- General Services Administration (GSA) seeks to lease the following space: State: Alabama City: Birmingham Delineated Area: Central Business District of Birmingham, AL North: 11th & 12th Avenue North; South: 10th, 11th, & 12th Avenue South; East: Railroad Tracks, 32nd St North, and U.S. Highway 280/31 West: I-65 and 8th St. South Minimum Sq. Ft. (ABOA): 32,274� SF Maximum Sq. Ft. (ABOA): 32,333 SF Space Type: Office and Other Parking Spaces (Total): 182 Parking Spaces (Structured or Surface): 182 Parking Spaces (Reserved/Secured): 182 Full Term: 15 years Firm Term: 10 years Option Term: N/A Additional Requirements: Location/Site: Agency building entrances/exits cannot be located within close proximity (minimum 1,000 walkable feet) of certain locations, which include but are not limited to: A drug-free zone; Schools; Areas where drug activites are prevalent. The following entities must not be collocated with Agency space: Federal, State, and local agencies whose primary clientele are involved or have ties to criminal elements; Private firms whose primary clientele are involved in or have ties to criminal elements; Agencies providing probation and/or parole services; Agencies providing drug abuse counseling/rehabilitation programs; Agencies providing social services; Halfway houses; Residential units Parking Structured and secured parking is required and offered parking area must be discrete and accessible 24/7.�� A building shall be equipped with at least two points of ingress/egress with a direct route to the offered space. Facilities with open/general public parking below the building proposed for the tenant office will not be considered. Building/Layout Offered space shall be contiguous in the following blocks of space: 10,170 ABOA SF and 22,554 ABOA SF. If offered space is on the 2nd floor or higher a building equipped with a loading dock or loading area is required. If offered space is on the 2nd floor or higher a building equipped with a freight elevator that has the ability to be secured is required.� If offered space is located on the top floor, there cannot be roof access within the offered premises. The proposed facility must meet Facility Security Level III requirements including but not limited to setbacks, emergency generators, vehicle barriers, and shatter-resistant window protection on all exterior perimeter windows. Space shall be accessible to staff 24 hours a day, 7 days a week, and 365 days a year. The Space shall be located in a modern quality Building of sound and substantial construction with a facade of stone, marble, brick, stainless steel, aluminum or other permanent materials in good condition and acceptable to the GSA Lease Contracting Officer.� If not a new Building, the Space offered shall be in a Building that has undergone, or will complete by occupancy, modernization or adaptive reuse for the Space with modern conveniences. The offered space must provide for an efficient layout as determined by the GSA Lease Contracting Officer. Each building will be assessed on a case-by-case basis by the agency security team. Site minimum setbacks of 20 ft per standard Design Guideline (ASR) Blast film will be required on ground floor. If proposed site is a multi-tenant building, an elevator/entrances controlled by a card reader system must be provided. There must be controlled access to Agency spaces. Risk/vulnerability assessment of the property will be on a case by case basis. Government shall have right to relocate exterior penetrations for security concerns. Government shall have the right to mount roof antennas. Other typical and special requirements as called for in the Request for Lease Proposal (RLP) package. Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease.� A fully serviced lease is required.� Offered space shall not be in the 100 year flood plain. Entities are advised to familiarize themselves with the telecommunications prohibitions outlined under Section 889 of the FY19 National Defense Authorization Act (NDAA), as implemented by the Federal Acquisition Regulation (FAR).� ). �For more information, visit: https://acquisition.gov/FAR-Case-2019-009/889_Part_B.
