- THIS REQUIREMENT IS ADVERTISED AS SOLE SOURCE. THE NOTICE IS PUBLISHED FOR INFORMATION PURPOSES ONLY AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.� This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements."" A determination by the Government not to compete this effort is solely within the discretion of the Government. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice.� The Government intends to award this purchase on a sole source basis; however, all quotes will be considered. This announcement constitutes the only solicitation; and a written solicitation will not be issued. This is a firm fixed-price procurement; therefore, the offeror�s initial offer should represent the vendor�s best quote in terms of price and technical acceptability. The Government will not pay for any information received.� This announcement is a request for quote (RFQ).� This requirement is being synopsized as a small business set-aside under the North American Industry Classification System (NAICS) code 811212 and PSC code 7A20. ***NOTE: Please fill-in and sign the attached provision document and include with your submission to be considered eligible. The Naval Air Warfare Center Aircraft Division (NAWCAD), located at the Naval Air Station Patuxent River, MD�intends to�establish a FFP contract on a sole source basis�to Parraid, LLC 44150 Smartronix Way, Suite 100, Hollywood, MD 20636. Parraid is the only authorized dealer for the hardware and software maintenance of Parraid Series 5000 and x5000 Systems, Parraid Telemetry Front End (TFE) Systems, Omega-NExT software, and the Omega Data Environment (ODE) site licenses.� The Contractor shall provide the following: 1. Hardware Maintenance for the Atlantic Ranges and Targets (ART). Extended Warranty supports against product failure and original-delivery product defect throughout the period of performance. Hardware warranty covers the following: G2 units: G2-0185, G2-0298, G2-0308, G2-0319; Series 5000 units: 5000N-0103, -0109, -0110, -0111, -0112,-0113, -0114, -0115, -0116, -0117, -0118, -0119, -0120, -0121, -0122, -0123, -0126, -0127, -0128, -0134, -0135, -0136, -0137; x5000 units: X5K-0167, X5K-0171, X5K-0176; and Databrick units: UDB-0336, UDB-0337. QTY 1. 2. Extended Product Support for the Atlantic Ranges and Targets (ART). Extended Product Support includes engineering assistance for database definition(s), for operational programming and product behavior, and to address specific use-case requirements. Product Support may also include periodic maintenance updates as they become available, throughout the Period of Performance. Extended Product Support covers the following: Rx-GUI, G2-PBN and G2-GUI software (4 each), OMEGA-NExT-PRO (28 each = 23 each S-5000, 4 each G2-PBN, 1 each Standalone), and OMEGA NExT-FILE (8 each). NOTE - Exclude ODE and NExT Input Component Product Support - included in ODE Site License, ODE-SITE-UNL-01. QTY 1 3. Hardware Maintenance for the Prototyping, Instrumentation & Experimentation (PIE). Extended Warranty supports against product failure and original-delivery product defect throughout the Period of Performance. Extended Warranty covers the following:� X5000 units: X5K-0196, -0197, -0198, -0204, -0205, -0206, -0207, -0208, -0209.V QTY 1. 4. Extended Product Support for the Prototyping, Instrumentation & Experimentation (PIE). Extended Product Support includes engineering assistance for database definition(s), for operational programming and product behavior, and to address specific use-case requirements. Product Support may also include periodic maintenance updates as they become available, throughout the Period of Performance.� Extended Product Support covers the following: NExT-PRO-02 quantity 3 licenses. QTY 1 5. Hardware Maintenance for the F35 Program - Extended Warranty supports against product failure and original-delivery product defect throughout the Period of Performance.� Extended Warranty covers the following:� Series 5000 serial numbers: 5000N-0130 and 5000N-0131. QTY 1 6. Extended Product Support for the F35 Program.� Extended Product Support includes engineering assistance for database definition(s), for operational programming and product behavior, and to address specific use-case requirements. Product Support may also include periodic maintenance updates as they become available, throughout the Period of Performance.� Extended Product Support covers the following: Series 5000 serial numbers: 5000N-0130 and 5000N-0131. QTY 1 7.� ODE-SITE-UNL-01 Site License 6 months.� ODE Site License, Unlimited Clients - Includes Level IV Custom Support NOTE - This site-facility license supports an unlimited number of ODE named client users accessing any number of installed ODE servers (each with ODE-Multicore and OMEGA-CH10 options enabled). There is no limit on the geographic location of the ODE-installed platforms or the ODE named client user, however Server and Client usage is limited to systems, personnel, and data associated with NAWCAD-PAX ATR Sponsored open-air flight-testing.� Included custom support must be conducted through ART. QTY 1 Please see attached Statement of Work. Period of Performance: Award through 30 June 2022 Acceptance and Delivery will be to: Attn:� Stephanie Boyd 23013 Cedar Point Road Patuxent River, MD 20670. Shipping Charges: These items will be delivered F.O.B. Destination, and shipping shall be included in the price. Contracting Office Address: 21983 Bundy Road, Building 441, Patuxent River, MD 20670. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this synopsis/solicitation.� Therefore, it is incumbent on the offeror to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment of the proposal.� A firm fixed price contract is anticipated.� The provision at 52.212-1, Instructions to Offerors-Commercial Items, (DEVIATION 2018-O0018) is incorporated by reference and applies to this acquisition.� The provision at 52.212-2 Evaluation � Commercial Items (Oct 2014) applies to this acquisition.� The Government will award in accordance with FAR Part 12 on a lowest priced, technically acceptable basis.� The offeror shall provide backup information verifying the price offered, e.g., a copy of current catalog, invoices for the same equipment, etc.� Each offeror shall include a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications � Commercial Items (Mar 2020) with its quote.� FAR 52.247-34 F.O.B.
