- Contract Opportunity Type: Special Notice (Original) 1.� Contracting Agency and Activity: The United States Coast Guard, HQ Contracting Division (CG-912), intends to award a sole source Firm-Fixed Price contract with no option years to Callyo 2009 Corporation, 200 2nd Avenue S. #143 St. Petersburg, FL 33701, �USA (DUNN: 969239529). �The Callyo Ruby Package with 100 lines and Covert Video Onsite Training is being requested for the Coast Guard Investigative Service (CGIS), Washington DC. The period of performance is 12 months. The associated NAICS code for this requirement is 51791 and Product Service Code is D399. 2.� Statutory Authority.� FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). Authority for the use of other than full and open competition, based upon only one responsible source known and where no other suppliers or services are able to satisfy the agency requirements, is found at 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1(iii), �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements�. 3. Reasons for Authority Cited: a. The Callyo system is the only tool for the instant provisioning of secure recorded lines for law enforcement investigations. The Callyo 2009 Corporation is the sole source vendor, worldwide for the Callyo system and related services and accessories. There are multiple patents filed for Virtual Investigation Phones, and this specialized technology is not available from any other source. The patents cover the covert lines, along with the software to manage these lines so that they can be tracked separately by law enforcement, and recorded if authorizations permit. At a minimum there is an electronic record as to every time the line is��� used, and whether it is a call out on the number or a call received that fact is recorded, and ���the amount of time the line was open is also recorded in an electronic record that is useful� during later court room testimony.�������������������������� 4.� Description of Services. �Provided on the attached Statement of Work (SOW). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation is available for this requirement. If a firm believes the USCG should not pursue this sole source contract with Axon Enterprise, they should submit a capability statement that is clear, convincing and pricing information for the requirement within (10) ten calendar days of publication of this notice. �You must submit your responses by 12:00 am EST on Monday, 28 February 2022, to be considered.
