- Naval Information Warfare Center Atlantic (NIWC Atlantic) intends to enter into a new sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract using other than full and open competition basis to Southwest Research Institute (SwRI), located at 6220 Culebra Road, San Antonio, TX 78235 in the estimated amount of $49M for various SwRI antennas, antenna systems, and associated equipment. Engineering and technical support services are required to provide the proprietary integration, upgrade, verification, validation, deployment of the airborne antenna direction finding systems, configuration changes to hardware and software, and updates and upgrades to hardware and software/firmware. Technical support will also include the maintenance and upgrades to the equipment. An IDIQ contract is anticipated, which may utilize fixed-price and cost-reimbursement contract types. It is estimated that the base contract ordering period is for five years with a two-year optional ordering period. The Government intends to solicit and negotiate for supplies and services with only one source under the authority of FAR 6.302-1. In accordance with FAR 5.203(a), interested persons may identify their interest and capability to respond to the requirement within the response date specified above in order to be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is not a solicitation for competitive proposals; however, if any interested party believes that it can meet the above requirements, it may submit a capability statement to the point of contact listed in this Special Notice. All information furnished must be in writing and must contain sufficient detail to allow NIWC Atlantic to be able to determine if the interested party can perform the requirement described herein. Any interested parties capability statement shall not exceed three pages and must include: 1. Firm's name, address, point of contact, phone number, email address. 2. Firm's Business Size/Status 3. Does your firm (or team/joint venture) have the capability and qualifications to accomplish work as described in this notice. Responses to this notice of intent shall be submitted no later than 15 calendar days from the date of this synopsis to Jessica Lawless, Contract Specialist, at jessica.b.lawless.civ@us.navy.mil.
