THIS IS A SOURCES SOUGHT NOTICE ONLY and a SOLICITATION IS NOT CURRENTLY AVAILABLE. �The United States Department of Agriculture, Forest Service is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for: The long history of scientifically credible FIA data provides critical status and trend information to resource managers, policy makers, investors, and the public through a system of annual resource inventory that covers both public and private forest lands across the United States. Some of our research locations are in Wilderness areas that require multiple days of packing to complete our work. The work crew are typically two person crews that will need stock to ride and pack and the contractor to get the crew into each research area or close enough for the crew to hike. The crew will come with work equipment that weighs about 30 to 40 pounds each; camping gear and their own food that could weigh another 30 to 50 pounds each, depending on the length of the trip and time of year. The experience each Federal employee has with horses or mules ranges from good to novice. Rocky Mountain Research Station does require each Federal employee to attend horsemanship training that is provided by dedicated and experienced Forest Service employees at local Forests or Districts. Once the crew and contractor reach a location, the contractor will remain with the stock while the crew hikes into the research areas to conduct inventory work.� Likewise, the contractor will manage stock when in camp overnight and when on the trail. The Forest Inventory and Analysis (FIA) Program of the U.S. Forest Service provides the information needed to assess America�s forests. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The NIACS code is 115310 with a size standard of $8 million If your organization has the potential capacity to perform these contract services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition, and multiple awards may be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
