- 2 SPECIAL NOTICE: 36C24922Q0202 Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of FAR 13.106-1-(b), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about March 14, 2022, to B2H Consulting Group LLC (B2HCG). The period of performance will be for sixty calendar days after issuance of the notice to proceed. This requirement includes the purchase of the ACIST CVI Standard Contrast Dye Injector System with 7 year Warranty and the CVI Mobile Cart. This purchase will maintain the standardization of equipment currently in use at the Memphis VA Medical Center. The CVi System and associated consumable kits is the only automated angiographic injector system on the market that provides the following specific design features: --Variable rate control allows for precise contrast delivery and reduces contrast volume delivery by 22% over hand manifold. --Multi-use syringe facilitates the use of a single bottle of contrast in up to 6 patient procedures which reduces set-up time between cases. --Air Column Detect (ACD) sensor is designed to aid the user in detection of air columns in the injection tubing to avoid injecting air and causing an air embolism. --Manifold is designed to prevent reverse flow by automatically closing when fluid flow stops. --Pneumatic hand controller enables ergonomic contrast delivery. --Automatic hemodynamic monitoring capability. There is no comparable/similar type of equipment that performs to these standards. Standardized Contrast injection: The ACIST CVi System standardizes cardiovascular angiographic imaging across all procedures, from small injections in the coronaries to large volumes in the ventricles and peripheral vasculature. It provides advanced technology that physicians and staff rely on for consistency and safety. Patient Safety: CVi Contrast System helps to reduce the incidence of contrast-induced nephropathy; also called acute kidney injury (AKI). Lowering the contrast dose administered to the patient is one option to help reduce AKI. When compared to manual injection, automated contrast injection can: Decrease contrast dosage Reduce CIN incidence by 15%, based on meta analysis Use of ACIST CVi has been shown to achieve a median contrast volume of 17.9 mL per procedure using an ultra-low dose protocol. The ACIST CVi System has built-in features that provide continuous automated monitoring of all critical systems functions, including an air detect sensor that protects patients from air injection. Improving safety for physicians and staff: The CVi provides precise control of contrast injections for interventional and diagnostic angiographic procedures. Physicians and patients benefit from fast, safe procedures: Compared to hand injections, the AngioTouch® hand controller results in fewer images needed, using less fluoroscopy, and reducing radiation exposure for physicians and staff. It also enables the physician to take a step back from the radiation source, further reducing exposure. Innovative system design is easy to use and simple to operate, eliminating hand injections and reducing wrist and back strain associated with manual injections. ACIST has intellectual property rights for this equipment which includes patents, trademarks, and copyrights. Due to the proprietary design of the CVi System, ACIST (and B2H Consulting Group LLC working at ACIST s direction as its SDVOSB reseller) is the sole proprietor for the service and repair of ACIST products. Vendor performance expectations: The vendor will be at the Memphis VA to set up equipment and train staff and physicians on the ACIST CVi Contrast Delivery System once the equipment arrives at the hospital and ready to be install once BioMed has reviewed the equipment. The vendor site visit will be set up with the vendor once the equipment has arrived. Train will take place in the Cath lab once the vendor has installed the equipment in the room. The equipment shall be installed on the table or mobile cart. The government intends to solicit and negotiate with only one source under the authority of FAR Part 6.302.1, Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive quotes; however, interested parties may identify their skill and ability by sending capability statements in reference to this requirement no later than March 11, 2022 8:00AM CST to Phon.phasavath@va.gov Interested firms must indicate whether they are large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this notice. This notice shall not be construed as an obligation on the part of the Government to acquire any products or services. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The rationale basis for the sole source acquisition is that B2HCG is the only responsible source that can provide the original equipment manufacturer (OEM) parts for the existing ACIST equipment. This acquisition is anticipated to take place on or about March 14, 2022. The period of performance will be for 60 days from contract award. The letter from the manufacturer shall state that the contractor is an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. The maintenance shall be provided by original equipment manufacturer (OEM)-certified technicians and shall use only OEM-approved replacement parts and proprietary software. All capability statements received by the closing date of this synopsis will be considered by the government. A determination by the government not to compete based on responses to this notice is solely within the discretion of the government.
