- INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office 01 (NCO1) intends to sole source the purchase of Xsight Lung Tracking Phantom Kit and 4D Planning Phantom manufactured by CIRS INC. for the Boston VA Medical VAMC. All work is to be completed in accordance with statement of work and schedule. This sole source contract will be solicited and negotiated with, 900 Asbury Ave Norfolk, VA 23513-2865, under the authority of FAR 6.302-1 Only One Source. The North American Industry Classification System (NAICS) code for this procurement is 334510-Electromedical and Electrotherapeutic Apparatus Manufacturing. The Small Business Administration (SBA) size standard is $1,250. Interested vendors that can meet this requirement, should identify their interest and capability, and respond to this notice by 03/02/2022 by 2:00 PM EST. Interested vendors must send a capability statement no more than one page in length; to include Company Name, Duns Number, Socioeconomic Category, brief description of your business entities capability to handle this particular requirement, website and GSA Contract number (if applicable) and/or other VA Medical Center past contract information. No solicitation will be made available. This is not a request for quotations. All information shall be provided at no cost or obligation to the Government. Responses must be sent via email to Contract Officer, Deborah. Reardon @va.gov. If no responses are received, Contracting will proceed with the sole source negotiation with Alcon Vision, LLC. Radiation Therapy Service Boston VA Medical Center The Boston VA Medical Center and the Radiation Therapy Service is requesting procurement Xsight Lung Tracking Phantom Kit and 4D Planning Phantom manufactured by CIRS inc. This system is necessary for the proper Quality Assurance of the Linear Accelerator, Accuray s Cyberknife, recent installed in the Service. It is used to deliver highly advanced treatment to our Veterans, Strict QA procedures for the imaging, planning and delivery of radiotherapy using respiratory management devices are required to ensure the safe and effective use of test devices The Cyberknife is unique and not like the other Linear Accelerator in the Service. QA items necessary for the daily QA and patient treatment monitoring are also unique to the Cyberknife system. This is needed not only for direct patient care for patients with lung lesions (a significant portion of our patient population) but also is necessary to start enrollment for the VALOR CK trial (SBRT vs surgery for lung malignancy), which affects the cancer care program at the national level. Without this service the new equipment cannot be utilized to its full potential. Being the only Radiation Therapy service in the VISN would mean that patients would have to be sent out of network for all treatments. This service will be performed in the Radiation Oncology Service located at the Jamaica Plain Campus located at 150 South Huntington Ave, Boston, MA 02130. Xsight Lung Tracking Phantom Kit with Independent Surrogate Control and CIRS Motion Control Software: The CIRS Model 18023-A Xsight ® Lung Tracking XLT Phantom Kit and Model 18043 4D Planning 4DP Phantom have been verified and validated by Accuray for use with CyberKnife systems and both are designed to work in conjunction with the Synchrony System. Benefits: Use Xsight ® Spine Tracking System for initial phantom alignment Display detected respiratory motion of tissue-simulated torso, lung tumor, and critical structures with Synchrony System Execute E2E software analysis of the films (without CT number adjustment) Visualize 4D treatment optimization using the Multiplan System Xsight ® Lung Tracking Phantom The XLT phantom body represents an average human thorax in shape, proportion, and composition. Features: 3D anthropomorphic spine with cortical and trabecular bone, ribs, and lung lobes Lung Ball Cube Rod with tumor-simulating target and radio chromic film CIRS Motion Control Software enables true 3D target motion Independently controlled surrogate and target motion 4D Planning Phantom The 4DP phantom can be interchanged with the XLT body and connected to the motion controller and platform. Features: Modified phantom body with lung lobes and spine High-density Lung Ball Cube Rod with tumor-simulating target and radio-chromic film Rotating (manual) trabecular bone-equivalent spine with film insert Xsight ® Lung Phantom Ball Cube Rod The XLT and 4DP phantoms include a single dosimeter rod made from lung equivalent epoxy (of respective densities). It contains a spherical target that accommodates two pre-cut Radio-chromic® films and is easily connected and aligned to the drive shaft 4D Treatment Optimization & Planning System: The optional 4D Treatment Optimization and Planning System on the Multiplan System allows the user to visualize the effect of respiratory tissue deformation on the radiation dose iso-contours and metrics of a treatment plan. As a result, treatment plan can be developed with optimized beam positions and weights based on respiratory deformation knowledge. The 4D Planning 4DP Phantom used in conjunction with the XLT phantom kit permits testing of this optional 4D Planning System on the Multiplan System with the CyberKnife System For a quantitative review of dose calculations from the Multiplan System: Export a DICOM RTDOSE file and evaluate the file using third-party software Export DICOM files from the Multiplan System to the Multiplan System PC using the global export tool in the Multiplan System Make qualitative comparisons of the dose in the critical structure between 4D and 3D dose calculations using Image
