Request for comment on NASA Consolidated Applications and Platforms Services (NCAPS) Draft Performance Work Statement (PWS) THIS IS NOT A REQUEST FOR PROPOSAL. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE. This notice is issued by the NASA Information Technology Procurement Office (ITPO) to post a draft PWS to solicit responses from interested parties.� This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition.�� NASA Consolidated Applications and Platform Services (NCAPS) NASA is issuing this Request For Information (RFI) as a means of providing updated acquisition information and requesting feedback and comments on the Draft PWS from parties having an interest in and the resources to support this requirement for application and platform services operating under the Office of the Chief Information Officer (OCIO). Feedback and comments may contribute to shaping the procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541512, Computer Systems Design Services; under this NAICS code a business is considered small if its annual revenue is less than $30.0M. The Alliant2 Best in Class (BIC) Governmentwide Acquisition Contract (GWAC) has been chosen as the acquisition approach.� The following notations are anticipated. NASA has chosen a BIC GWAC to acquire the NCAPS Services.� Only vendors with Alliant2 contracts will be eligible to receive the award. Schedule Update Synopsis Issuance � March 2022 Draft RFP Issuance � May 2022 Pre-solicitation Conference � May 2022 Final RFP Issuance Date � July 2022 Task Order Award Date � February 2023 Top Secret facility clearance will be required at time of proposal submission NASA intends to award from initial proposals but reserves the right to hold communications and request revisions only as necessary Diversity, Equity, and Inclusion is an emphasis area and will be evaluated Small Business participation is an emphasis area and will be evaluated.� Anticipated goals are listed below for reference; to include a goal for AbilityOne participation: Categories NCAPS Socioeconomic Goals Total Subcontracting 33.0% SB Subcontracting 32.0% SDB 5.0% WOSB 10.0% HUBZone 4.5% VOSB 6.0% SDVOSB 5.0% HBCU/MSI 1.5% AbilityOne 1.0% NCAPS Scope In support of NASA�s One NASA enterprise model, and the CIO organizational transformation, this contract will be critical in consolidating the scope of NASA's CIO application and platform services at NASA Centers, IT Programs, and the NASA Shared Services Center (NSSC). The proposed task order will consolidate the application and platform services requirements from several existing contract vehicles. The NCAPS acquisition will support the OCIO Application Division transformation into the Application and Platform Service (APS) Line with Agile based service delivery and IT Infrastructure Library (ITIL) based service management practices. The nature of APS and implementation model requires extensive collaboration and integration which is vital to the planning, design, and development of mission-related capabilities and technology in the future.�� As NASA focuses its attention on the successful accomplishment of its core mission objectives, it is imperative that all applications and platforms operate securely, reliably, and efficiently with standardization, transparency, and interoperability. It is critical that application and platform and development processes incorporate a customer-centric approach to support services. In addition, it is imperative that application and platform services �as supporting functions�are offered to the Agency through lean, scalable, and agile practices at the best possible value, while also conforming to federal and agency policies and requirements. Engagement and coordination with the Agency IT Project Management Office (ITPMO) and governing bodies (ITOB etc.) will be required based on the size and scope of the work in accordance with NASA NPD 7120.� The task order scope includes products and services related to business enabling applications and platforms. This task order will be required for general IT, customer support, information management services, and integration of the currently decentralized support contracts from across NASA's centers to one centralized source of support. Major activities include: Operations, maintenance, enhancement and end-user support for Center and Agency applications, mobile apps, websites, and information systems including: Requirement development and management Design, configuration, and development Integration Functional testing Change management Platform applications support services (currently includes: SAP, Salesforce, ServiceNow, O365, SharePoint, DevSecOps, etc.) Application and platform compliance with government information security management policies and procedures including, for example, Federal Information Security Management Act (FISMA), National Institute of Standards and Technology (NIST), and NASA specific policies IT systems engineering, modernization, management, and operations support services Information and data analytics services, including data science, big data and advanced analytics, artificial intelligence, machine learning methods and practices Digital Transformation automation support services (Artificial Intelligence / Machine Learning / Robotic Process Automation / Chat Bots) and emerging technologies Expertise in Agile and scaling agile (i.e., Scaled Agile Framework (SAFe) for Lean Enterprises) frameworks Full-system life cycle and process execution support for new and existing application capabilities Continuing review of NASA's legacy applications, for recommendation to deprecate, upgrade, replace, or rationalization/consolidation for efficiency, cost, and modernization Facilitation of service integration among existing local and Agency contracts Relationship management between contractor, OCIO service lines, customers, and other stakeholders Support, develop, and maintain enterprise IT governance, policies, and processes Purchasing and tracking software licensing and maintenance Brokering of cloud services (i.e., Amazon Web Services, Microsoft Azure) including platform as a service (PaaS) to NASA customers for development and maintenance of cloud-based applications Integration services, including integration architecture, service-oriented architecture, web services, and technical integration support Quality management, including plan quality, quality assurance, and quality control. Submission of Responses NASA/ITPO is hereby soliciting information from potential sources for comments to the draft PWS.� Please offer your redline edits or comments with changes tracked.� Alliant2 vendors having the capabilities necessary to perform NCAPS or vendors that have an interest in the acquisition are invited to submit edits, comments, or suggestions on how the attached draft performance work statement may be improved.� Do not send company specific marketing documentation, literature, brochures, or references. This special notice is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response.� The Government may not respond to questions or concerns submitted. The Government will use the information to finalize the Request for Proposal (RFP) as necessary. All comments or questions, to the draft PWS shall be submitted electronically via email to James Bailey (email address: james.bailey-1@nasa.gov) and Sara Stuart (email address: sara.stuart@nasa.gov), no later than 4:00 PM ET March 10, 2022.� When responding reference NCAPS Draft PWS.� NASA Clause 1852.215-84, Ombudsman, is applicable.� The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.��� If a solicitation is released, then it and any additional documents will be made available to Alliant2awardees@gsa.gov. �It is the offeror's responsibility to monitor the website for release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments, if any.� NASA does not intend to publicize a listing of respondents. The draft PWS is made available to alliant2awardees@gsa.gov and on www.sam.gov are for information and planning purposes, to allow industry the opportunity to comment, and to promote competition only.� NASA will not affirmatively release any information received in response to this RFI to the public but may use information received in developing the best approach for a contract strategy, and therefore such information may be recognizable to the interested party who submitted it.� Do not submit any information in response to this RFI that is marked as �Confidential Commercial or Financial Information.� ��It will be considered as voluntarily submitted in accordance with the Freedom of Information Act. All questions should be directed to the point of contact identified below.� In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by NASA to form a binding contract.� NASA is under no obligation to issue a solicitation or to award any contract on the basis of this RFI.� NASA will not pay for any information solicited under this RFI.� No solicitation exists; therefore, do not request a copy of a solicitation.� If a solicitation is released it will be synopsized via alliant2awardees@gsa.gov.� It is the interested party�s responsibility to monitor this website for the release of any subsequent solicitation or synopsis. �This will be the last communication via SAM.GOV.� All further communications will go through alliant2awardees@gsa.gov.
