Description
Notice of Intent The U.S. Department of Health and Human Services (HHS)/Assistant Secretary for Preparedness and Response (ASPR)/Division of Strategic National Stockpile (DSNS) intends to award on a sole source basis a contract to Agiliti Health to provide Comprehensive Ventilator and Powered Air Purifying Respirator (PAPR) systems Management and Maintenance Services. This will be a sole source bridge contract to allow adequate time to compete a longer-term acquisition for Comprehensive Ventilator and Powered Air Purifying Respirator (PAPR) systems Management and Maintenance Services without having a lapse in critical COVID-19 Pandemic Response needs. The proposed 12-month bridge will consist of a six-month base period, and a six-month option period that will allow for transition to the competitive contract when awarded and/or other administrative actions if necessary It is anticipated that this bridge contract will be Firm-Fixed Price with some Time and Material line-items. The Government intends to solicit, negotiate and award to only one contractor pursuant to FAR 6.302-2 Unusual and Compelling Urgency. Due to the Unusual and Compelling urgency of this requirement, Agiliti Health is the only vendor that can provide comprehensive Ventilator and PAPR Management and Maintenance as interim services on an expedited basis. Services include immediately providing all capabilities, such as, but not limited to, expertise, record management, labor, material, equipment, properly licensed and secure facilities to meet all of the current Federal, State, and Local regulatory compliance, meeting stringent security, temperature control to maintain medical equipment, maintenance and repair services for the DSNS cache of 167,574 ventilators, ventilator kits, and supplies in 36,110 pallet positions, and 164,950 PAPRs in 2504 pallet positions. Some of these services are currently being performed under Contracts 75A50120F80027 and 75A50121C00071. A lapse in service would cause irreparable harm to the Government and therefore, a bridge contract is necessary. This bridge contract will be a partial consolidation of services previously performed under contract 75A50120C00005, and currently provided under contracts 75A50120F80027 and 75A50121C00071, and other critical services. The mission of HHS/ASPR is to save lives and protect Americans from 21st Century health security threats. ASPR leads the nations medical and public health preparedness for, response to, and recovery from disasters and public health emergencies. ASPR collaborates with hospitals, healthcare coalitions, biotech firms, community members, state, local, tribe, and territorial governments and other partners across the country to improve readiness and response capabilities. This notice of intent is not a request for proposals; and no solicitation is available. Vendors that believe they can provide this requirement are encouraged to identify themselves and give written notification, as well as a capability statement, to the Contracting Officer below by 10:00 a.m. Eastern Standard Time on March 7, 2022. A determination by the Government not to compete the proposed requirement based on responses to this notice is solely within the discretion of the Government. Information will be considered solely for the purpose of determining whether to conduct a competitive procurement. No telephonic inquiries will be accepted. Any questions or comments should be directed via email to Contracting Officer, Lawrence McCoy, gwg8@cdc.gov on or before 10:00 a.m. Eastern Standard Time on March 7, 2022.
