- THIS SOURCES SOUGHT ANNOUNCEMENT IS FOR INFORMATION & PLANNING PURPOSES ONLY; IT IS NEITHER A SOLICITATION, OPPORTUNITIES ANNOUNCEMENT, NOR A REQUEST FOR PROPOSALS OR QUOTES AND DOES NOT OBLIGATE THE GOVERNMENT TO AWARD A CONTRACT. A CONTRACT MAY OR MAY NOT BE AWARDED AS A RESULT OF THIS SOURCES SOUGHT ANNOUNCEMENT. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. RESPONSES TO THIS SOURCES SOUGHT SHALL BE IN WRITING. THE PURPOSE OF THIS SOURCES SOUGHT ANNOUNCEMENT IS FOR MARKET RESEARCH, TO FACILITATE APPROPRIATE ACQUISITION DECISIONS AND TO GAIN KNOWLEDGE OF POTENTIALLY QUALIFIED SERVICE-DISABLED VETERAN OWNED SMALL BUSINESSES, VETERAN OWNED SMALL BUSINESSES, 8 (A), HUBZONE AND OTHER SMALL BUSINESSES INTERESTED AND CAPABLE OF PERFORMING THE WORK. DOCUMENTATION OF TECHNICAL EXPERTISE MUST BE PRESENTED IN SUFFICIENT DETAIL FOR THE GOVERNMENT TO DETERMINE THAT YOUR COMPANY POSSESSES THE NECESSARY FUNCTIONAL AREA EXPERTISE AND EXPERIENCE TO COMPETE FOR THIS ACQUISITION. SERVICES DISABLED VETERAN OWNED SMALL BUSINESS, VETERAN-OWNED SMALL BUSINESS, 8(A), HUBZONE, WOMEN OWNED SMALL BUSINESS, SMALL DISADVANTAGED BUSINESS, OR SMALL BUSINESS HUBZONE BUSINESS AND (I) MUST PROVIDE A CAPABILITY STATEMENT THAT ADDRESSES THE ORGANIZATION S QUALIFICATIONS AND ABILITY TO PERFORM AS A CONTRACTOR FOR THE WORK DESCRIBED BELOW. STATEMENT OF WORK CONTRACT TITLE: RECOVERY CENTER VETERAN MUSIC CLASSES BACKGROUND AND SCOPE: Location: Department of Veterans Affairs, VISN 05, VA Maryland Healthcare System (VAMHCS). Our Veterans have been participants in this program over the past year and it has been yielding encouraging results for them. Music therapy programs can help the Veterans mental health in many ways; it can also help with the following conditions (not to be limited to these conditions alone): Posttraumatic Stress Disorder (PTSD), Military sexual trauma (MST), readjustment after the military, bereavement (grief), substance abuse, suicidal thoughts, and emotional trauma. The contractor will conduct the therapeutic music group for the Recovery Center Program once per week, either in person at the Perry Point VA Medical Center (Building 366 Dining Hall Grand Piano), or via telehealth (contractor utilizing personal equipment). This format remains to be determined by the Recovery Center Program Coordinator in accordance with the VA Maryland Health Care System s Clinical Operations guidelines. The group day/time is currently proposed to be Tuesdays from 9:30am-11:00am. The contractor and Recovery Center Program Coordinator shall collaborate to change this schedule when necessary due to holidays or conflicts to prevent cancellation. The Recovery Center Program Coordinator and staff will manage all processes necessary for Veteran enrollment, scheduling, and documentation of attendance. DELIVERABLES: Contractors shall submit a capabilities statement for this Sources Sought Notice and address the following requirements: The music program director (MPD) shall have a Doctor of Musical Arts (DMA) degree from a regionally accredited college or university and a minimum of 10+ years of experience in music therapy for mental health. The MPD shall have professional and/or personal experience with Traumatic Brain Injury (TBI), depression, schizophrenia, apathy, sleeping disorders, tinnitus, addiction and Posttraumatic Stress Disorder (PTSD), as it relates to Veterans mental health music therapy. The contractor shall have a minimum of 10+ years experience with music therapy, as it is applied to Veterans mental health conditions, through the offerings of modules which address these various conditions. Veterans mental health conditions include (but are not limited to) the following: PTSD Depression Schizophrenia Apathy Sleeping disorder Tinnitus Addiction The music therapy modules shalt have been developed using internal and external stakeholders, such as the Veterans themselves, neurologists, therapists, internists, psychiatrists, performers, composers, musicologists, and psychologists. The contractor shall offer 90-minute non-invasive sessions for Veterans with PTSD. The contractor shall limit each session size to no more than 20 to 25 Veterans. The contract shall meet the following time: The group day/time is currently proposed to be Tuesdays from 9:30am-11:00am. The contractor shall include musical genres of the Blues, Americana, Originals, Classic Rock and Classical. In addition to the DELIVERABLES section, ALL RESPONDENTS SHALL INCLUDE and SUBMIT THE FOLLOWING: Responses to this Sources Sought shall include company name, address, point of contact, phone number, point of contact e-mail, DUNS Number, Cage Code, size of business pursuant to North American Industrial Classification System (NAICS) 622110, (size standard of $41.5M, per SBA Table of Small Business Size Standards August 19, 2019) AND whether your company is a special socio-economic status (i.e., SDVOSB, VOSB, Small Business, HubZone, etc.) Respondents shall answer the following questions: Size, status, and representations of your business, such as but not limited to: Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), HUBZone, Woman Owned Small Business (WOSB), Small Business (SB), Large Business, etc. Is your company considered small under the NAICS code identified under this Sources Sought? (size standard of = or < $41.5M, per SBA Table of Small Business Size Standards August 19, 2019) Is your company a large business? Does your company have an FSS contract with GSA or the VA NAC or a GWAC contract holder with any other federal agency? If so, please provide the contract number. If your company holds a FSS GSA/VA NAC contract other federal GWAC contract holder, are the services requested available on your schedule/contract? General pricing of your products is encouraged. Pricing will be used for the purpose of market research only. It will not be used to evaluate for any type of award. Information provided by potential sources will be utilized by the Government to determine market availability and procurement strategy. **A contract award will not result from this Sources Sought Notice. Vendors who can meet the requirements listed above shall provide the following information: Business Name Business Address Business Point of Contact, including phone number and email address Business size Business Socioeconomic Status Federal Supply Scheduling (FSS) number, if the items required by the Government are available for purchase on an FSS contract. Any other pertinent capability information that relates to the above stated requirement.
