Description
I.��������� THE OPPORTUNITY The Naval Facilities Engineering Systems Command Hawaii (NAVFAC HI), acting on behalf of the Department of the Navy (DON), is soliciting information from interested parties capable of taking over the former Naval Air Station Barbers Point electrical distribution system (EDS) in Kalaeloa, Hawaii. The Navy�s interest will be transferred under applicable real estate authorities to transfer and divest the existing Kalaeloa Electrical Distribution System (EDS) in its entirety and related real property interests.� The entity that acquires the EDS will operate, maintain and supplement the EDS and maintain and enhance service to the current users as well as provide additional services to support re-development at Kalaeloa; excluding the nearby Kapilina Estate homes subdivision. The DON invites interested parties (Respondents) to respond by indicating interest to operate and own the EDS. For additional information on the submissions process, see Section VII. II.������� THE GEOGRAPHIC LOCATION AND HISTORY The EDS is located in Kalaeloa, Oahu, Hawaii on the former Naval Air Station Barbers Point.� See map below and attached. The Kalaeloa Community Development District (Kalaeloa) is a 3700-acre redevelopment parcel formerly occupied by the Naval Air Station Barbers Point in West Oahu, Hawaii. The Naval Air station was closed in 1999 through the Department of Defense Base Realignment and Closure process. The majority of the land was transferred to various entities with exception of the utility systems. The Navy footprint has been reduced to the periphery of the former Base, with less than 10% of its original acreage.� �The DON no longer has an active military mission at Kalaeloa.� As a result, the DON desires to divest ownership, operations, and maintenance of the existing electrical infrastructure through a transfer and/or conveyance of the EDS in its entirety no later than Fiscal Year 2023.� The DON recognizes that there are known concerns with the existing EDS centering on condition, real estate agreements, regulatory compliance, and potential environmental liabilities associated with the EDS.� III.������ THE KALAELOA ELECTRICAL DISTRIBUTION SYSTEM (EDS) This section provides general information related to the EDS. ELECTRICAL SYSTEM The subject is located approx. 8 miles west of Honolulu International Airport and 20 miles west of the Downtown Honolulu area. The EDS includes approximately 66 miles of overhead electrical lines, 12 miles of underground lines, (2) 46kv Hawaiian Electric Company (HECO) Service Points, (5) 11.5 kV Switch Stations, (17) Electrical Substations (11.5kV to 4160kV), (19) Transformers (11.5kV to 480kV), and (10) various Buildings associated with this electrical system. ELECTRICAL SYSTEM DIVESTITURE The DON intends to divest of the EDS as soon as possible while adhering to all real property guidance, policy, and statues. In response to this RFI, the DON requests Respondents to comment on when they would be able to acquire the EDS. Final determination will be reserved during negotiations. ELECTRICAL SYSTEM OPERATIONAL REQUIREMENTS: The potential owner is required to obtain all required environmental permits necessary as well as Public Utilities Commission approval to operate the EDS.� IV.������ DIVESTITURE PARAMETERS The DON will divest its interest using any applicable real estate authorities or special authorities to divest the EDS and related real property interests. REAL PROPERTY OWNERSHIP See attached map �AS-IS� CONDITION Respondents should assume that the entire EDS and related real property interests will be transferred �AS-IS� and �WHERE� IS� without representation, warranty, or guaranty as to quantity, quality, character, condition, size, or kind, or that the same is in condition or fit to be used for the continued operation by the Respondent. Respondents should rely on their own independent research and conclusions for all development, financing, construction and renovation costs. V. ������ STATEMENT OF LIMITATIONS The DON represents that this RFI, Respondents and/or RFI responses, and any relationship between the DON and Respondents arising from or connected or related to this RFI are subject to specific limitations and representations expressed below, as well as the terms contained elsewhere in this RFI.� By responding to this RFI, Respondents are deemed to accept and agree to this Statement of Limitations. By submitting a response to this RFI, the Respondent acknowledges and accepts the DON�s rights as set forth in the RFI, including this Statement of Limitations. This RFI is issued solely for information and planning purposes and does not constitute a solicitation.� Responses to this notice are not considered offers and cannot be accepted by the DON to form a binding contract. The DON reserves the right, in its sole discretion, without liability, to utilize any or all of the RFI responses, including late responses, in its planning efforts.� The DON reserves the right to retain and use all the materials and information, and the ideas, suggestions therein, submitted in response to this RFI. This RFI shall not be construed in any manner to implement any of the actions contemplated herein, not to serve as the basis for any claim whatsoever for reimbursement of costs for efforts expended in preparing a response to the RFI.� The DON will not be responsible for any costs incurred by Respondents related to preparing and submitting a response to this RFI, or for any other associated costs. The submission of an RFI response is not required to participate in any potential solicitations. Since this is an RFI, no evaluation letters and/or results will be issued to the Respondents.� The DON intends to issue any solicitation subsequent to the RFI through SAM.gov. To the best of the DON�s knowledge, the information provided herein is accurate.� Respondents should undertake appropriate investigations in preparation of responses.
