THIS IS A SOURCES SOUGHT NOTICE REPRESENTING MARKET RESEARCH ONLY. THIS IS NOT A REQUEST FOR QUOTATIONS, INVITATION FOR BIDS, OR REQUEST FOR PROPOSALS. NO CONTRACT AWARD WILL RESULT FROM THIS SOURCES SOUGHT NOTICE. The National Institutes of Health is conducting market research to determine the availability of 8(a) Small Businesses and other Small Businesses, capable of fulfilling the National Institute of Environmental Health Sciences (NIEHS) need for rapid response to remediation of real property (e.g. maintenance/repair/minor construction situations relating, but not limited to, mechanical, plumbing, structural, electrical, HVAC, architectural, civil, instrumentation, security and safety areas of Government facilities) in a cost effective manner. The General Intent of this requirement is to award a Multiple Award Task Order Contract. Construction only or Design Build task orders may be placed against the contract. Architect-Engineering Services related to design-build and construction may be required. All work is expected to be performed at the Research Triangle Park, NC campus, but work may be performed at any of the following other NIH facilities: NIH Main Campus, Bethesda, MD NIH Animal Center, Poolesville, MD Gerontology Research Center (GRC), Baltimore, MD Rental facilities in Bethesda, Rockville, and Gaithersburg, MD NIH Rocky Mountain Lab, Hamilton, MT The North American industry Classification System (NAICS) Code is 236220 and the business size standard is $39.5 million dollars. The small business prime contractor will be required to meet the requirements of FAR Clause 52.219-14, Limitations on Subcontracting, in that ""The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees."" Your Capability Statement shall demonstrate how you plan to meet this requirement. If it does not address this, the Government will make the determination that you cannot meet this requirement for market research purposes. POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: The contractor must include in their Capability Statement, (1) the company name, address, phone number/e-mail address for POC at the company, certification of business size, CAGE Code, and DUNS number, (2) location of the Bonafide office in the state of North Carolina, per the SBA, if you are identifying your company as an 8(a) concern, (3) staff expertise and experience along with their availability to perform work on this specific contract, (4) current in-house capability and capacity to perform the requirements of FAR 52.219-14, (5) prior completed projects of similar nature, and (6) examples of prior completed Government contracts, references, and other related information. The Capability Statement is limited to 10 pages in size. Interested vendors capable of furnishing the Government with the services specified in this Sources Sought notice should submit their Capability Statement to the e-mail address below. Capability Statements are due by 2pm local time on Friday, March 11, 2022. The Capability Statement must reference Sources Sought Number NIH-FY22-NCMATOC. All responsible sources may submit a Capability Statement. Those Capability Statements received by the date identified above will be considered by the agency. Capability Statements must be submitted via e-mail only to eve.vanburen@nih.gov and addison.miller@nih.gov. Faxed or postal mailed copies will not be accepted. DISCLAIMER AND IMPORTANT NOTES: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in responses. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published on SAM.gov. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information shall be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
