- Request for Information // Credit�History ------------------------------------------------------ Background This is a request for information (RFI) issued by the Defense Counterintelligence and Security Agency (DCSA). DCSA, as required by the Federal Investigative Standards, is required to obtain credit history information on the subject of a background investigation for employment purposes. Overview of Requirements Credit History Reports should include: Credit Data Tradeline Information Collection Information Public Records relating to civil judgments, tax liens, bankruptcies Subject Income Consumer identification to include names, akas, current and prior addresses, and date of birth Credit history identifying creditors, debt payment(s) performance, current and past due charge off, collection and collection factored accounts, balances and past due amounts, and status of accounts for the past 24 months A listing of inquiries within the last 12 months Overall score based on DCSA specifics DCSA anticipates that any solicited requirement would include the following features as required: XML format via web service Ability to accept batch files or 1-for-1 exchange of requests/results Single and Tri-merge Credit Report from the Bureaus Credit inquiries should be recorded as soft hits Be accessible over the internet using appropriate access control security features such as passwords, secure sockets layer, etc. Be accessible over the internet with no software requirement needed, such as to be loaded on individual computers, in order to access the reports Be accessible 24 hours a day Allow for the assignment of an unlimited quantity of account managers and user roles in the credit report access portal Provide immediate on screen access for viewing and provide a print function Alerts of suspicious activity and/or changes in credit file information and how quickly the alert is able to be made Provide a manifest of �responses provided Electronic method for obtaining missing tradeline addresses A test environment, to include test data Ability to provide detailed invoices and quality control reports Additional requirements: Credit Monitoring services Provide credit monitoring for a 12 month period beginning on the date the affected individual elects to partake in the service using an unexpired activation code provided by the vendor. Provide identity theft insurance up to $1 million Ability to archive information Staff completion of mandatory government training(s) Personnel working on this contract must possess or be able to obtain a favorably adjudicated background investigation. Interested vendors are encouraged to provide any additional information which may be beneficial in understanding the capabilities and services available in the commercial market. The following is a list of sample data points for which DCSA would like additional information (if available).� Statistical/Mathematical techniques used in automated credit processes Non Traditional Credit Data Payment Data Related to Non-Loan Products (rent, insurance, phone/utility bills, etc.) Alternative Credit Report Solutions Trending Patterns Residence Change Patterns Educational/Employment Information Different Modeling/Reporting Techniques Interested vendors are encouraged to provide innovative ideas that could be implemented using automation and limited human review. DCSA is particularly interested in solutions which are commercially available and may be offered on an existing contract or agreement (e.g. GSA Schedule).� Interested vendors are asked to provide 10 sample credit reports, not to include PII, with different types of results.� One sample should include a frozen credit response. Each report is limited to 15 pages. Proposed NAICS Code: NAICS Code 561450 - This industry comprises establishments primarily engaged in compiling information, such as credit and employment histories, and providing the information to financial institutions, retailers, and others who have a need to evaluate the creditworthiness of individuals. Request for Information Details: This RFI is issued solely for informational and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, DCSA is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor�s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Requested Information: Interested vendors are requested to respond to this RFI no later than 12:00PM EST on March 11, 2022 by emailing Ms. Donna Heusey, donna.l.heusey.civ@mail.mil. Responses shall include the following information, at minimum: Entity information: Vendor Name Primary Point of Contact Address Phone Number DUNS Point of Contact email Business Website Business type: Provide the economic business classification you would potentially solicit under along with an updated capability sheet. Contract Vehicles: Provide any contracting vehicles a future DCSA contract award may be placed against. NAICS Code Recommendation: Provide either confirmation of the existing/recommended NAICS code (561450) as sufficient, or recommend an alternative NAICS code. Requirements Response: Interested vendors are requested to provide white paper responses outlining possible technical solutions, capabilities, and cost/schedules, existing contracts where this service is�available (e.g. GSA Schedule contract) related to the above mentioned requirements. Formatting: Please provide all responses in a searchable .PDF format. The cover page of the response shall include the company name, DUNS Number, address, point of contact including phone number and email address, as well as the business size status of the responding company. There is no specified format for the white papers but they shall be limited to no greater than 20 pages, excluding the (10) report samples mentioned in the previous section. Vendor follow-on meetings: DCSA representatives may or may not choose to meet with interested vendors. Such meetings would only be intended to get further clarification of potential capabilities to meet the requirements. Summary: This is a RFI only to identify sources that can provide the services pertaining to the subject requirement. The information provided in the RFI is subject to change and is not binding on the Government. DCSA has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur costs for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
