- Industrial Base Extension (IBEX) Program AFRICOM Market Research Reports. DLA�s Ibex program provides global commercial asset visibility to support U S Military and contingency operations by providing key information to warfighters deploying to remote and unfamiliar geographic locations. �Through Ibex, the Department of Defense (DoD) can leverage vendor�s knowledge and visibility of a region�s supply chain, transportation arrangements, cultural nuances, customs protocol, logistical support and storage capability in times of military engagement, natural hazards or man-made disasters. The following countries are included in this request: Angola, Botswana, Burkina Faso, Cabo Verde, Gabon and Ghana.�
