Description
The U.S. Army Contracting Command�New Jersey (ACC-NJ) located at Picatinny Arsenal, NJ, on behalf of the Office of the Project Manager Combat Ammunition Systems (OPM-CAS) intends to issue a Request for Proposal (RFP) W15QKN-22-R-0005 for the production and delivery of 60mm M721/M767, 81mm M819, and the 81mm M816/M853A1 Body Tube and Tail Cone (BTTC) assemblies. The 60mm M721/M767 BTTC Assemblies are used on the 60mm M721/M767 Illumination Cartridges. The Body Tube is a thin-walled steel tube. A steel adapter is attached to the front end containing internal threads that accept the M776 Fuze. The rear of the Body Tube is machined to be assembled to the M721/M767 Tail Cone. The Body Tube is painted white on the exterior. The Tail Cone is a forged or machined aluminum cone. The front of the Tail Cone attaches to the rear of the Body Tube. The rear of the Tail Cone contains external threads that accept the M27 Fin. The M721/M767 tail cone assembly contains the tail cone, parachute expulsion spring, parachute expulsion plate, and hex screw. The 81mm M819 BTTC assemblies are used on the 81mm M819 Smoke Cartridge. The Body Tube is a thin-walled steel tube. A steel adapter is attached to the front end containing internal threads that accept the M772 Fuze. The rear of the Body Tube is machined to be assembled to the M819 Tail Cone. The Body Tube is painted light green. The Tail Cone is a forged or machined aluminum cone. The front of the Tail Cone attaches to the rear of the Body Tube. The rear of the Tail Cone contains internal threads that accept the M28 Fin. The M819 tail cone assembly contains the tail cone and rear disc support. The 81mm M853A1/M816 BTTC assemblies are used on the 81mm M853A1/M816 Illumination Cartridges. The Body Tube is a thin-walled aluminum tube. A steel adapter is attached to the front end containing internal threads that accept the M772 Fuze. The rear of the Body Tube is machined to be assembled to the M853A1/M816 Tail Cone. The Body Tube is painted white on the exterior. The Tail Cone is a forged or machined aluminum cone. The front of the Tail Cone attaches to the rear of the Body Tube. The rear of the Tail Cone contains internal threads that accept the M28 Fin. The M816/M853A1 contains only the body tube and adapter. The proposed contract strategy will utilize a competitive, Total Small Business Set-Aside (SBSA), in accordance with Federal Acquisition Regulation (FAR) 6.203, which limits competition of the procurement to Small Businesses within the United States. The United States Government (USG) intends to award multiple (up to two (2)), Firm-Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts, which includes a minimum guarantee, for the production of 60mm M721/M767, 81mm M819, and 81mm M816/M853A1 BTTC�s, covering FY23-FY27 requirements.� The Base Contract(s) will include five, one-year ordering periods.� The total estimated quantity to procure will be 391,500 over the five-year period. �Each Delivery Order will be competed amongst contractors selected for award (if applicable). The 60mm M721/M767, 81mm M819, and the 81mm M816/M853A1 BTTC Assemblies will be manufactured, inspected, assembled, packaged and delivered in accordance with the Government Technical Data Packages (TDP) and applicable contract requirements, which will be available upon solicitation release.� This requirement involves technical data marked �Distribution D - Distribution authorized to the Department of Defense and U.S. DoD contractors only.� Interested firms are required to submit a signed and completed Military Critical Technical Data Agreement DD Form 2345), AMSTA-AR Form 1350, Technical Data Request Questionnaire, and Non-Disclosure Agreement (NDA) for Government�s consideration to provide access to the TDP. Please note, this announcement is issued for pre-solicitation notification purposes only and is not a formal request for competitive proposals, nor is the Government obligated to issue a Request for Proposals (RFP).� The Government anticipates posting the RFP in 3QFY22.� All interested small businesses are advised to monitor the System of Award Management (SAM) for RFP release.
