Description
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) Philadelphia, PA, intends to negotiate and award a sole source contract to Woodward, Inc., 1041 Woodward Way, Fort Collins, CO 80524-3468. The requirement is for the Next Generation FADC cabinet aboard DDG-51 class ships. The acquisition will fill a need for an improved Ship Service Gas Turbine Generator Full Authority Digital Control (SSGTG FADC). The SSGTG FADC contains the gas turbine controller and accessory equipment required to control the SSGTG and output electrical power to the ship�s electric plant. The existing DDG-51 Class SSGTG FADC contains obsolete components critical to SSGTG operation and lacks cybersecurity hardening capabilities due to hardware and software limitations. The Next Generation SSGTG FADC will directly replace the existing unit utilizing the current input/output structure and control algorithms, while upgrading hardware and software to improve availability, reliability, maintainability, and supportability of the SSGTG. The P/N for the current FADC LOCAL CONTROL PANEL is 9900-1017. The requirements for the Next Generation SSGTG FADC are: 1. The Next Generation FADC shall be designed to directly replace the existing Modernized AG9140RF FADC, utilizing proprietary knowledge of the current input and output signals of the existing FADC. 2. The Next Generation FADC shall retain all the functionalities of the existing FADC unless stated otherwise, and the requirements specified in this document are in addition to or in modification of the existing functionalities. 3. Design the Next Generation FADC to comply with all applicable Environmental Qualification Test (EQT) Military Specifications. � � � a) Shock (High Impact) Requirement: MIL-DTL-901E. � � � b) Electromagnetic Interference Requirement: MIL-STD-461G. � � � c) Mechanical Vibration Requirement:� MIL-STD-167-1A. � � � �d) Temperature and Humidity Requirement: IEC Standard 60945/ MIL-STD-810H.� � � � �e) Water Penetration: MIL-STD-810H.� 4. Design the Next Generation FADC to be hatchable into all the required engine spaces. 5. Orient all interface connections/jacks in the same pattern and spatial location as the existing FADC design. The Government intends to solicit and negotiate with only one source under authority of 10 U.S.C. 2304(c)(1), �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements,� as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The applicable North American Industry Classifications System (NAICS) Code for this procurement is 541330 with a size standard of $16,500,000.
