Description
HVAC Testing, Adjusting & Balancing Services Montana VA Health Care System Fort Harrison, MT PURPOSE: Montana VA Health Care System requires the contractor to provide to provide HVAC Testing, Adjusting and Balancing (TAB) services in support of Ft Harrison VAMC., in accordance with this PWS, in an efficient and cost-effective manner, supporting the VA mission. The contractor shall provide all personnel, supplies, supervision, tools, materials, equipment, transportation and other items and non-personal services necessary to provide TAB services in accordance with this Performance Work Statement (PWS) except as those items specified as government furnished property and services. The contractor shall perform to the standards in the contract as well as all local, state and federal regulations. The Contractor shall provide airflow Test and Balance (TAB) for Ft Harrison Cheyenne VA Medical Center (the Facility) located at 3687 Veterans Drive., Ft Harrison MT 59636. Services provided by the Contractor must enable the Facility to achieve Joint Commission airflow compliance and assist in maintaining the Facility in proper operational condition. Approximately 30 spaces of the facility will be TAB D on an annual basis and a separate SPS TAB Report will be provided to the facility. CREDENTIALS: Test and balance contractor shall be NEBB certified and have a minimum of three years experience in the test and balance (TAB) trade. Technician performing work must have a minimum of three years experience with healthcare facilities and be familiar with VA or other Federal Government facilities and procedures. Certification must be provided. COMPLIANCE: The contractor shall be fully responsible for compliance with all VA, local, state, and Federal environmental/occupational safety laws, rules and regulations. The contractor shall follow life and safety codes and take necessary actions to avoid conditions that may be hazardous to the health and safety of hospital personnel and patients. The contractor is responsible for meeting all applicable OSHA and VA guidelines for safe working processes; example: lockout/tagout. All work for the duration of the contract shall be performed by trained technicians. All safety measures shall be approved as adequate by the safety officer in advance. The contractors shall follow VA badging requirements so they may provide unescorted services around the facility. Contractors will be escorted by VA personally in secured department or sensitive areas as needed. TASK AND REQUIREMENTS: The Contractor shall provide TAB services to maintain the Facility in operational compliance with Joint Commission requirements. As-builts of existing HVAC systems for the TAB contractor s use will be provided to the successful contractor upon contract kickoff. If the TAB contractor encounters existing conditions that differ from the plans provided, they shall redline the plans and return to the VA. The TAB contractor shall reference the VA HVAC Design Manual (available at this link: https://www.cfm.va.gov/til/dManual/dmHVAC.pdf) to determine and calculate the number of Air Changes per Hour (ACH) and the number of outside-air ACH for all spaces. The contractor shall be responsible for measuring the spaces to obtain room volume needed to perform these calculations. They shall also use the VA HVAC Design Manual document to determine the pressure relationship requirement between spaces. The required air change rates and pressure relationship requirements shall be clearly indicated on the TAB report along with the actual readings for comparison. Any space not meeting requirements shall be clearly identified and a separate Deficiency Report will be produced for all the spaces not meeting air change and/or pressure relationships in accordance with the VA HVAC Design Manual requirements. The TAB report shall include details for each space including room number, room name, system served by, required air change rate, and required pressure relationship/ differential. Note any observed device deficiencies in the report such as broken or out of adjustment drive belts, misaligned sheaves, excessive noise, vibration, dirty coils, dirty filters, etc. After VA has reviewed the Deficiency Report and provided feedback as needed provide corrective balancing of air systems and spaces identified as deficient. Vendors are also advised to familiarize themselves with 13 CFR 125.6 and the penalties described in this regulation.
