MK 38 Standardized Pierside Maintenance and Repair (SPMR) Disclaimer This is a Sources Sought Notice. This notice neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This notice should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. Description The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division, Contracts Department, Code 02 is seeking potential sources for the development of a Standardized Pierside Maintenance and Repair (SPMR) Program via the Gun Weapon Systems Replacement Program (GWSRP) for the MK 38 Machine Gun Systems (MGSs). Purpose The purpose of this Sources Sought Notice is to identify potential sources to provide suitable facilities, qualified labor, material, and services required to support the GWSRP in testing, removal, installation, refurbishment, fleet technical assistance, maintenance and training, and fleet modernization of MK 38 MGS (to include MK 38 Mod 2, MK 38 Mod 2 w/COAX and MK 38 Mod 3 MGSs with and without CUAS) under the cognizance of the GWSRP Manager. Although not all inclusive, the potential source support shall be in any of the following locations: San Diego, CA; National City, CA; Norfolk, VA; Mayport, FL; Pascagoula, MS; Seattle, WA; Everett, WA; Tacoma, WA; Pearl Harbor, HI, Yokosuka, Japan; Sasebo, Japan; Rota, Spain; and Manama, Bahrain. In addition, this task includes the procurement and kitting of all Standard Kits and the procurement and replenishment of materials required to support the SPMR.� Support shall be in accordance with applicable Technical Repair Standards (TRS), Engineering Drawings and Standards, technical guidance and instruction identified by the GWSRP Manager or Government team lead designee, hereafter referred to as designee, at time of tasking to support specific fleet requirements. This support will be coordinated by the GWSRP Manager or designee, and in their absence, the Minor Caliber ISEA acting on the behalf of GWSRP Manager. Planned Acquisition The U.S. Government plans to award a Cost Plus Fixed Fee (CPFF) five-year contract. Requested Information The respondents shall provide the following information: Past performance in manufacturing of the requested or similar items. A description of technical and manufacturing capabilities as applicable to this item. A description of facilities and testing capabilities.
