Description
OTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT � The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), NOAA Ship Okeanos Explorer has an urgent need for repairs of their HMC Loud Speaker system. This system has recently had malfunctioning concerns and the vessel is scheduled to do an international trip. The service will be conducted by: Hose-McCann Communications 1241 West Newport Center Drive An ISO Deerfield Beach, Florida 33442 Tel: (954) 429-1110 Fax: (954) 429-1130 The North American Industry Classification Code (NAICS) for this acquisition is 336611 Ship Building and Repairing; the small business size standard is 1,250 Employees The vessel requires the HMC to be repaired before departure, as they have an international mission. Delay in the vessel sailing schedule can result in up to $XXXX per day of delay. Hose McCann is the OEM of this system and does not have any authorized service vendors or distributors. This is a CAT2 but can become a CAT1 due to crew safety during vessel operations. The Government is not aware of any other vendors that are authorized to provide, service, or support this HMC Speaker system Maintenance without compromising OEM delivery, or additional markups. Hose-McCann is the manufacturer of the system for which requires repairs. The OEM has also confirmed they do not have any authorized service providers to work on the HMC-ICP system. The Government intends to acquire this service under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with Rolls-Royce, under the authority of FAR 13.106-1(b)(1)(i). This is not a solicitation for competitive quotes. Award is to be made 02/28/2022 however notice shall remain posted for 14 days. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of the required service while also be authorized by the manufacture. The capability statement, a price list and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet all of the system requirements.
