Description
National Aeronautics and Space Administration (NASA)/John F. Kennedy Space Center (KSC) has a requirement for Electrical Capacitance Volume Tomography (ECVT) sensor systems and engineering development of ECVT sensor systems for gauging LN2 mass, as detailed in the Statement of Work (SOW) (Attachment 1) and this solicitation. This is not a request for competitive offers. This is a sole source requirement in accordance with FAR 6.302-1(c) -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. NASA/KSC intends to issue a sole source contract to acquire the supplies and services from Tech4Imaging, 1910 Crown Park Court, Columbus, Ohio, 43235-2404, United States, as they are the sole source capable of fulfilling the Government�s requirement. However, the Government will consider any responses from responsible sources capable of providing the exact line items in this solicitation if received before the closing period of the solicitation. The Government intends to acquire a commercial item using FAR Part 12. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotation (RFQ) under solicitation number 80KSC022Q0005 for the supplies and services as detailed in SOW (Attachment 1) and this solicitation. All work shall be performed in accordance with the attached SOW. The Contract Line-Item Numbers (CLINs), details, deliverables, and delivery schedules are as follows: SEE ATTACHED COMBINED SYNOPSIS/SOLICITATION DOCUMENT The provisions and clauses in the RFQ are those in effect through FAC Number 2022-04 with an effective date of 01/30/2022, the current FAC which can be obtained from� https://www.acquisition.gov/browse/index/far.� There is no small business set-aside associated with this requirement. The NAICS Code and Size Standard are 541715 and 1000 employees, respectively. The offeror shall state in their offer their size status for this acquisition. Delivery shall be in accordance with Section 5.0 Delivery Schedule of the SOW.� Delivery shall be free on board (FOB) Destination. Offers for the items(s) described above are due by not later than 4:30 p.m. EST on March 7, 2022 to and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), cage code, DUNS number, taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. �Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL:https://www.gsa.gov/forms-library/solicitationcontractorder-commercial-items SEE ATTACHED COMBINED SYNOPSIS/SOLICITATION DOCUMENT FOR LIST OF PROVISIONS AND CLAUSES This posting, in addition to any attached documents, will be available on . Potential offerors will be responsible for downloading their own copy of this combination synopsis/solicitation and amendments (if any).���������� Prospective offerors are encouraged to notify this office of their intent to submit an offer. All contractual and technical questions must be submitted electronically via email to not later than not later than 4:30 p.m. EST on March 2, 2022.� Telephone questions will not be accepted. Responses to this combined synopsis/solicitation must be received via email no later than�4:30 p.m. EST on March 7, 2022. � The Government is not responsible for any failure attributable to the transmission or receipt of documents submitted using electronic means, including the missing of any established deadlines. Failure to submit a complete electronic proposal by the due date and time specified for this RFQ shall result in the proposal being considered late and shall be handled in accordance with FAR 52.212-1 Instructions to Offerors-Commercial Products and Commercial Services (NOV 2021).
