- 2/28/2022: The Library is currently finalizing the solicitation for release. We anticipate releasing the solicitation sometime this week or early next week.�To help interested vendors start planning, we have provided the below information. As part of the solicitation process interested vendors will be required to submit�to the Library�a letter of interest along with signed copies of non-disclosure agreements (NDA).� The NDA will be provided with the solicitation but we have also attached a copy to this posting (in the Attachments/Links section). Any subcontractors or partners who will be included in the solution or assisting with the proposal development must also�sign an NDA. Once the Library receives that information from an interested vendor, the vendor will receive additional supporting documentation on the requirement. The Library will also require information on the following individuals as part of the letter. The Letters must include the Point of Contact (PoC) information for those�authorized to negotiate with the Library, The POC that will receive the solicitation supporting information. The designated POC that will attend the walkthrough of the�Library's main buildings. For each of the three listed roles the vendor shall provide the POC's name, email address, and phone�number. The vendor can have the same person or multiple people for each role but note that only one person from each�vendor may attend the walkthrough. Walkthrough information will be provided with the solicitation but a specific date may not be provided until after the due date for letters of intent.�� Please do not send in letters until the solicitation is released. Letters submitted before the solicitation is released will not receive a response or be kept. Additional information will be in the solicitation that you should review before responding. The solicitation will include a number of changes from the prior draft solicitation posted in December. With that said, the draft solicitation should provide vendors a good idea of what the Library is requiring and the processes and regulations involved with this requirement though the details may be changing in some cases and in some attachments to the solicitation.� � 2/8/2022: This is just an update to let interested parties know that the Library is still in the process of preparing the solicitation for release to the public.� Our original timeline had a solicitation release date of late January to early February but now our current timeline for release is later in February. As soon as we post the solicitation we will update this posting and provide a link to the solicitation posting itself.� Also, thank you to those organizations that submitted responses to our original posting. We do appreciate those organizations taking the time to review what we posted and provide thoughtful feedback and questions.�� Please note that the Library is no longer accepting responses to our original posting. If you are interested in this requirement please continue to monitor this posting and look out for our future solicitation posting.�� The purpose of this pre-solicitation notice is to provide interested vendors with a draft solicitation for the Library of Congress (""Library"") Cellular Upgrade IDIQ and obtain feedback on the Library's current approach for this solicitation.�The Library has a requirement for an upgrade to the Library's Distributed Antennae Solution (""DAS"") at various Library facilities throughout the DC region as our current system has gone end of life. This new requirement is for an IDIQ that covers various service areas related to this requirement and a draft copy of the solicitation and current attachments has been provided for your review.� Background: The Library�s existing DAS cellular network was first implemented in 2003 with updates in 2008, 2014 and 2020. The Library�s existing system has reached the end of support life which is why we are now looking for an upgrade to our system.� This requirement covers various Library facilities including the Library's historic buildings on Capitol Hill and other facilities in DC and Virginia.�� A brief breakdown of the key requirement areas is below but if your organization is interested in this requirement please keep reading and see the draft solicitation and other documents and links in the Attachments/Links section of this posting.� Key Requirement Areas: 1. Initial engineering survey of the Library's facilities.� 2. Maintenance of the current DAS system until upgrades are complete.� 3. Design submissions for the new DAS system at each facility.� 4. Implementation of approved design for each facility.� 5. Maintenance of the upgraded DAS system at each facility.� Timeline: The Library intends to review feedback submitted in response to this notice and then issue a solicitation in late January or early February of 2022. Proposals would then be due approximately 30 days after the solicitation is issued. The Library intends to have a Q&A period during the actual solicitation as well.� Questions: The Library is not looking for interested vendors to submit capability statements, proposals, or lengthy responses on how your organization can fulfill our requirements. We recognize this notice is going out during the 2021 holiday season and so we are asking for limited responses and information from interested vendors. Specifically, the Library is interested in understanding what information your organization would need to be able to submit a proposal or areas of the solicitation you believe are lacking in information or clarity. Helpful responses should cite to the attachment and specific section at issue and provide specific requests on information you believe is needed to respond or is an issue within the solicitation. Some specific questions the Library has for your organization to consider are below: What information on the facilities or requirements do you need to be able to submit a proposal? Would walkthroughs, schematics or other information be helpful in generating your proposal? If so, please identify what you would find most helpful.� What materials, services and labor categories need to be added to the pricing sheet to allow you to price out a complete solution? Are there additional labor categories or materials needed? If so, please identify what those are and how they are normally priced out per unit.�� How would you normally price out remediation and removal of Hazmat encountered during implementation/construction of a new DAS system?� What additional evaluation criteria or proposal information should the Library consider? Is there anything in our solicitation we should re-consider or you think we should adjust our approach on?� Do you have a solution that could utilize the current Coaxial cables in place at the Library (see Section C in the solicitation) or will new cable be needed to be able to utilize your solution? Are there any performance issues or risks we should consider with potentially utilizing our current Coaxial cables for a new DAS solution? Response Format: The Library has no specific format for submissions other than asking that for each response that you cite to the specific document and section at issue. The submission may be a series of points/questions in a document or spreadsheet or may be a more formal response in a more structured response format. Keep in mind that due to the tight turnaround time to review responses the Library does not intend to review long form responses, capability statements or general marketing information. The Library is interested in specifics on information needed by your organization to submit a proposal, recommended changes, feedback and any specific questions your organization may have regarding this draft solicitation. Please submit your responses to both contacts listed in the Contact Information section of this posting by January 6, 2022 at 10am ET.� Disclaimer: The Library currently intends to solicit this requirement in the timeline stated above, but the timeline may be delayed or a solicitation may not end up being issued.�Please note that the information in this posting relates to a draft solicitation for this requirement and any information in this posting, solicitation or in the attached documents is subject to change and parts of the solicitation and documents likely will change if and when an actual solicitation is issued.� The Library will not consider or review any proposals submitted in response to this notice.
