Description

The Commander Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD 20670 hereby gives notice of their intent to award a purchase order to Schenck USA Corporation, 535 Acorn Street, Deer Park, NY 11729 (Cage Code: 30218) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements. The COMFRC Aviation Support Equipment, Solomons, MD has a requirement for inspection, repair, and calibration of the End Item; Weighing Scale, 01-546-1525. Schenck's repair services are the only repair services that can meet operational and reliability requirements as well as have the capability to fully integrate with the Weighing Scale. Their services are the only services that can maintain configuration control throughout the repair process due to the uniqueness of the motor and controller configurations of the Weighing Scale. No other services can be used as it would require modifications to existing components, making Schenck the only source that can meet the Government's specific requirements and mission. Schenck is the original equipment manufacturer (OEM0 of the Weighing Scale and retains all proprietary data rights and drawings necessary for the repair and does not intend to release this information to other sources. The OEM will not release the proprietary data rights that will allow the Government to overcome the sole source barrier to competition at this point in time. Schenck USA Corporation is the only known qualified source capable of satisfying the Government's specific requirements and mission for this procurement. For this reason, the government intends to procure these products on a sole source basis from Schenck USA Coporation (CAGE Code: 30218). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within two (2) calendar days after the date of the publication of this synopsis, will be considered.�� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
