- This notice is a Request for Information (RFI) as defined in FAR 15.201(e). The Naval Sea Systems Command (NAVSEA) is conducting market research on Bridge Decision Aid technologies to support safe navigation in Navy ships and submarines.� �Salient characteristics desired include the following: Integration of bridge decision aid technology with existing bridge systems (i.e Electronic Chart Display and Information System (ECDIS), Automatic Identification System (AIS)) on surface ships. Integration of installed Government Furnished Equipment (GFE) shipboard sensors including but not limited to navigation radars and Electro-Optical/Infra-Red (EO/IR) systems into the decision aid technology. Build user trust in the decision aid solutions. Use at-sea periods with the decision aid operating as a digital twin to the navigation system to train autonomy Artificial Intelligence (AI)/Machine Learning (ML) in representative environments. US Navy and commercial enterprises have a number of unmanned and autonomous surface vessel platforms in development and demonstration that use perception and autonomy systems to safely navigate COLREGs compliant autonomous surface vessels.� This RFI seeks both information on active autonomous navigation technologies that could be used as enablers to develop a human-in-the-loop safety of navigation bridge decision aid.� The RFI is interested in options that could be integrated/incorporated into the existing Navy Electronic Charting and Display (ECDIS) system.� Lastly, this RFI seeks to understand how interested parties would use existing sensors (RF, EO, IR) installed in US Navy ships to contribute as components of the perception systems to support the autonomous navigation system make COLGREGs compliant maneuvering recommendations to bridge teams/watchstanders.� Particular emphasis should be placed on affordability and technical readiness of a shipboard application for acquisition in the FY25-FY27 timeframe. NAVSEA invites all interested parties, including small business concerns, to submit written information sufficient to demonstrate the respondent's ability to fulfill the requirements.� For those interested parties that have technologies which may not achieve a Technology Readiness Level (TRL) of 8-9 by FY2025, please provide information on current research and development efforts that may address some or all requirements of this RFI beyond FY2025. The Navy is conducting market research to identify qualified and responsible sources that may be interested in the requirements described in this notice. This RFI is issued for informational and planning purposes only and does not constitute a solicitation or a Request for Quote (RFQ). This RFI is not to be construed as a commitment by the Government to issue a solicitation or award a contract. Interested parties submitting proposed solutions shall include the following in the RFI submission: Autonomy and bridge decision aid technology/solutions Sensors supported (e.g. radars, EO/IR, AIS, etc.) Projected cost drivers or potential major cost drivers Identify relevant technology risk areas and any ongoing technology maturation initiatives currently under way. Include anticipated development timeline to achieve TRL 9 for near-term solutions and R&D timeline to achieve TRL 6 for long-term approaches. NOTE: Please limit RFI responses to 15 pages or less, excluding the cover page, with 1-inch margins, and 10-point Times New Roman font or larger. This notice is not a request for proposals. Per FAR 15.201(e), responses to this notice do not constitute offers and cannot be accepted by the Government to form a binding contract. This notice is issued solely for information and planning purposes and does not constitute a solicitation or obligation on the part of the Government. The Government makes no representations that a solicitation for the requirements described in this notice will be issued. Respondents are wholly responsible for any costs or expenses associated with submitting a response. No reimbursement will be made for any costs associated with providing information in response to this notice or any further requests for information relating to a response. Respondents will not be notified of the results of this notice. The information obtained from submitted responses may be used by the Government in the development of a procurement strategy. Information submitted in response to this notice will become the property of the United States Government.� Responses shall not include classified information.� Respondents should properly mark any materials submitted with the appropriate restrictive markings.� Information that is proprietary or competition-sensitive may be protected from disclosure under the public records statutes only if properly labeled as such.
