- This announcement is related to Sources Sought HDTRA1-21-R-0038 posted in October 2021. This is a non-personal services contract to support DTRA, Security and Counterintelligence Division (OI-MSC).��The contractor shall provide personnel to perform security support services to assist Government personnel within the NCR and other DTRA locations.� The required support services are: Senior Program Manager/Senior Site Lead Special Security Office (SSO) Research/Support Special Access Program (SAP) Security Foreign Disclosure (FD) Personnel Security (PERSEC) Antiterrorism/Force Protection (AT/FP) Information Security (INFOSEC) Supply Chain Risk Management (SCRM) Industrial Security (INDSEC) Operations Security (OPSEC) Research & Technology Protection (RTP) Locksmith Escort Services Access Support Entry Control Officer Technical Surveillance Countermeasures (TSCM) Insider Threat Support (InT) Physical Security (PHYSEC) This requirement was was awarded as a cost plus fixed fee (CPFF) contract directly to an 8(a) ANC.��A CPFF contract was determined to be the most appropriate contract type for this requirement because: * Historically, there are numerous uncertainties surrounding contract performance of the security support staff relative to: changes in threat level to DTRA protected program missions, fluctuations in the required level-of-effort, as well accessibility to suitably cleared and experienced staff within the required labor categories.� Persistent ambiguity surrounding the level of support needed to successfully meet OI-MSC�s security needs over an extended period of time prohibits the estimation of cost with sufficient enough accuracy to use a fixed-price type (FFP) contract; *� The work to be performed is of such a unique nature that experienced, knowledgeable, and certified persons are in limited supply. As a result, there is�significant fluxuation in required labor rate costs within a single labor category and recruiting, hiring, maintaining, and replacing departed persons with the necessary knowledge and skillsets makes imposition of a FFP type contract an impediment to efficient sourcing and retention of qualified security support staff.
