- Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.� Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with the Athena Sustainable Materials Institute (ASMI), located at 280 Albert St, Suite 404, Ottawa, Ontario, K1P 5G8, Canada. The purchase order will specifically procure contractor support services for the operation and maintenance of the existing web-based BIRDS NEST - IE4B API to ensure the API remains fully functional and available for requests from BIRDS NEST � i.e., the �Building Industry Reporting and Design for Sustainability Neutral Environment Software Tool.� The performance period shall be conducted for one year on or about 3/15/2022 through 3/14/2023 with the option to extend the performance period by two additional one-year performance periods. BIRDS NEST allows NIST to assess sustainability performances of whole-building designs and was previously assembled and built by NIST in collaboration with ASMI. Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 518210 � Data Processing, Hosting, and Related Services with the small business size standard of $35.0 million. Description See attached Statement of Work document.� Sole Source Determination The sole source determination is based on the following:� For purposes of continuity of research and compatibility with existing equipment, no other sources exist that can achieve this requirement to provide support for operation and maintenance of the BIRDS NEST. ASMI is the original collaborator of the IE4B tool and helped develop the existing API at NIST that currently supports the software used in the IE4B and ASMI is required for uninterrupted support. Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. This notice of intent is not a solicitation.� Any questions regarding this notice must be submitted in writing via email to Hunter Tjugum, Contract Specialist, at Hunter.Tjugum@nist.gov. All responses to this notice of intent must be submitted via email to hunter.tjugum@nist.gov so that they are received no later than March 8, 2022 at 10:00 AM, Eastern Time.
