Description
This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-2114905 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-04, Effective 01/30/2022. The North American Industry Classification System (NAICS) code for this procurement is 325120, Gas Manufacturing, with a small business size standard of 1,000 employees. The requirement is being competed full and open competition, un-restricted and with a small business set-aside. The Division of Intramural Research (DIR) within the Intramural Administrative Management Branch (IAMB) mission focuses on is to making scientific discoveries that promote the development of new vaccines, diagnostics, and therapeutics that improve human health. DIR Research goals are to expand knowledge of normal immune system components and functions, define mechanisms responsible for abnormal immune function (immunodeficiency, allergy, and autoimmunity), understand the biology of infectious agents (viruses, bacteria, fungi, and parasites) and the host response to infection, and develop strategies to prevent and treat immunologic, allergic, and infectious diseases. The labs need an ongoing supply of liquid nitrogen to facilitate their experiments. The labs in the building require Nitrogen and Oxygen tanks to feed individual freezers and equipment owned by the occupants of the building. The labs also require an electronic level monitoring the levels of liquid nitrogen and oxygen to ensure that the tanks never go empty; thus avoiding the loss of the labs experimental projects. The labs in the building use freezers to store samples and other research items. The freezers use Liquid Nitrogen & Oxygen to keep the inventory frozen. Without these products, research and its results would be greatly jeopardized. Additionally, all data and samples would be lost on experiments that cannot be duplicated.
